Job Description

CONTEXT AND DESCRIPTION OF THE MISSION:

As part of the implementation of the Strategic Country Plan 2019-2023, the World Food Program seeks to achieve the strategic direct effect 3: "Food insecure populations and communities exposed to climatic shocks and other risks living in the targeted areas, enjoy resilient livelihoods and sustainable food systems all year round. "

The main activity contributing to this effect is rural development and resilience.

WFP will build on the successful results of the 4R initiative to reduce food insecurity and vulnerability, and build resilience to shocks and adaptation to climate change for smallholder farmers and communities in targeted areas, working with communities and households to create productive assets, providing technical support for livelihood diversification and facilitating access to insurance and climate services. Activities will be implemented in such a way as to minimize the negative impact on the environment.

Smallholder farmers and their farmer organizations will be better able to benefit from the commercial opportunities offered by WFP and partners. Technical support and training will be provided to help farmers minimize post-harvest losses through improved storage and handling practices. Preference will be given to women and youth as well as to farmers' organizations of which at least 50 per cent of the members are women.

The 4R Initiative, known as Rural Resilience, aims to strengthen the resilience of food-insecure rural communities, who are increasingly vulnerable to climate shocks such as droughts and floods.

The 4R Initiative is based on an innovative model that combines 4 risk management strategies:

  • Natural disaster risk reduction through improved management of natural resources;
  • Risk transfer through agricultural insurance;
  • The reserve against risks through savings and finally;
  • Risk taking calculated with credit.
  • In these activities, a specific focus will be on Smallholder Agricultural Market Support (SAMS).
  • The goal of SAMS is to foster the resilience of households and communities by improving their food and nutrition security. The strategic effect of SAMS is that targeted smallholders in some localities will have better access to agricultural markets by 2030. WFP recognizes that the agricultural sector is a key driver of household food and nutrition security , the fight against poverty and economic growth at the national level. WFP will use an agricultural sector intervention to specifically support the
  • agricultural productivity, reduction of post-harvest losses and market access, to reduce immediate household food insecurity and strengthen communities to promote growth and resilience to climate and human impacts.
  • The World Food Program (WFP) is looking for a Program Manager in Financial Inclusion. He is a specialist in economic and financial inclusion for small farmers in rural areas affected by food and nutrition insecurity.

RESPONSIBILITIES:

  • The Financial Inclusion Program Officer will work under the direct supervision of the 4R Program Coordinator at the WFP Country Office in Senegal and will be based in Dakar with regular trips to regions (approximately 30% travel time).
  • The Program Manager in Financial Inclusion will also support the global implementation of components 3 and 4 of 4r (Reserve against risks through savings and finally and Risk taking calculated with credit). As a result, he / she will work in close collaboration with the country office teams and with the FFA and IFA program managers and will be the contact for cash-based transfer (CBT) questions within 4R and establish a strong link with Activity 1 of the Country Strategic Plan. Similarly, he / she will develop the SAMS approach within the Country Office with a specific focus on Village Cereal Banks (BCV) and Integration in Value Chains.

Among the spots we can note:

Project management

  • Provide technical and administrative support throughout the program cycle (from planning to evaluation) for components 3 and 4 of the R4 Rural Resilience Initiative with a focus on market access;
  • Provide adequate advice and technical support to sub-offices and local partners, including the design and management of new activities;
  • Coordinate closely with OXFAM America the implementation of risk-taking components and risk reserves of R4 according to the standards and in accordance with the Country Strategic Plan (CSP) and the work plan;
  • Contribute to establishing and maintaining productive partnerships with other country office teams (particularly CBT), the regional office, the R4 global team and other resilience-related teams, local and national government partners, NGOs, donors and the private sector;
  • Report progress of activities and potential management issues to the supervisor on a regular basis;
  • Contribute to the development of all related communication and reporting documents in collaboration with the Communications and Reporting Officers (including reporting regularly on progress and milestones to the Senior Management Committee R4);
  • Ensure that an effective monitoring, evaluation and learning system is put in place to inform strategic and operational decisions in collaboration with VAM and M & E managers;
  • Follow-up with sub-offices and partners and encourage partners to meet their contractual obligations for efficiency, performance and quality of delivered services and products.

Specific tasks with respect to Financial Inclusion

  • Support the implementation of the R4 Savings Group approach through intensive collaboration with NGO partners and communities, identifying, using and
  • promoting best practices from within and outside WFP and ensuring that savings and credit activities are up-to-date and in good condition;
  • Serve as interlocutor with the cash transfer elements of WFP programming (Activity 2 under the CSP, TFA, as well as FFA transfer elements, in close collaboration with the FFA and IFA Program Officers);
  • Identify new opportunities and innovations in the field of financial inclusion;
  • Establish lasting partnerships with the relevant financial institutions and development finance institutions and support the negotiation of the best microcredit conditions for farmers (associations, cooperatives, banks of cereals, etc.);
  • Train community members, partner organizations and other key stakeholders in the financial needs of small farmers;
  • Support the capacity building of field staff involved in financial inclusion operations, particularly with regard to the identification of appropriate financial institutions to assist with data collection and monitoring of performance and outcomes. results;
  • Research and write / edit knowledge products related to inclusion / financial resilience.

Specific tasks compared to SAMS

  • Contribute to the development and implementation of a roadmap / action plan for smallholder market support, as well as related plans and processes as part of WFP's local procurement;
  • Provide technical support and advice to focal points of the country office, sub-office, national governments and cooperating partners for the planning and implementation of Small Farmer Market Support (SAMS), in particular for village grain banks, the warrantage system and related training;
  • Contribute to the integration and links between SAMS portfolio programs;
  • Support the identification, development and management of partnerships to improve market access and entrepreneurial opportunities for smallholders;
  • Perform any other tasks that come up in Program Assistance.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree (Master Bac +5) in agricultural economics, rural development, social policy, agronomy, environmental sciences, international affairs or in a field related to international development / humanitarian aid

Experience:

  • Solid knowledge of the financial inclusion sector and in market access attested by at least six years of professional experience in the sector and through the management of multi-stakeholder projects with an implementation role (thematic: savings, microcredit, mobile Rural banking, digital platforms, rural associations and cooperatives, village grain banks, capacity and infrastructure building, inclusive value chains, women and youth access to the market, women and youth entrepreneurship);
  • Practical experience in needs assessment and analysis of gender-specific results;
  • Experience in financial and digital innovations;
  • Demonstrated experience developing training materials, organizing and delivering training;
  • Professional experience in collecting data on financial inclusion, market access and integration into value chains;
  • Experience and familiarity with WFP's program management systems is an asset;
  • Experience in the area of ​​food security and nutrition are assets

Skills:

  • Excellent interpersonal skills required; including strong oral and written communication skills;
