Job Description

Organizational Setting

The Food and Agriculture Organization of the United Nations is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO helps developing countries in transition modernize and improve agriculture including livestock, forestry, and fisheries practices, ensuring good nutrition and food security for all. Upon request from the Government of Federal Democratic Republic of Nepal, the FAO has provided technical assistance for the execution of the project “Immediate Technical Assistance to Strengthen Emergency Preparedness for Highly Pathogenic Avian Influenza (OSRO/NEP/401/USA)" from October 2014 to September 2019. The project is implementing by Department of Livestock Services with its technical divisions.

Objectives

Provide needful technical expertise to carry out tasks as envisioned in the Terms of References (TOR) under the operational supervision of the FAO Representative in Nepal and technical supervision of the Regional Animal Health Economist Coordinator based at RAP and in collaboration with the NPC and team of project national consultants.

Reporting Lines

The specialist will submit inception and end-of-assignment reports to the National Project Director (NPD) of the project and the NPD will obtain required technical clearance from the Lead Technical Officer. FAO country office will submit the final study report to the MoALD.

Technical Focus

The specialist primarily will engage to design internal (district) and cross border (where relevant) Poultry Value Chain and Live Poultry Market Study for 7 High-risk districts (Jhapa, Sunsari, Chitwan, Kaski, Kathmandu, Lalitpur and Bhaktapur) with mapping.

Tasks and responsibilities

The Consultant will be responsible for the following tasks:

  • Familiarize with the project document, work plan and related activities;
  • Assist NPD/Technical coordinator to liaise with other stakeholders in facilitating interaction/collaboration between the project and government authorities to ensure inputs and ownership;
  • In consultation and coordination with the NPD and the Regional Animal Health Economist Coordinator, develop/design and carry out internal (district) and cross border (where relevant) Poultry Value Chain and Live Poultry Market study for 7 High risk districts (Jhapa, Sunsari, Chitwan, Kaski, Kathmandu, Lalitpur and Bhaktapur);
  • In coordination with other members of the country teams:
  • Prepare assessment framework/inception report and obtain clearance from LTO, RAP;
  • Organize various events such as Focus Group Discussions, KII, and personal contact with Government and related private sector key stakeholders to collect field level poultry value chain data;
  • Coordinate with IT specialist to incorporate value chain mapping (networking);
  • Prepare and submit draft report to NPD and LTO for their review before sharing it with Department of Livestock Services authorities in a national workshop;
  • Incorporate valid suggestions/comments made in the national workshop to finalize the report;
  • Submit the final report to National Project Director/FAOR for technical clearance from FAO-RAP;
  • Prepare detailed end-of-assignment report

Minimum Requirements

  • National of Nepal
  • Advanced University (Master) degree in veterinary science or relevant subject
  • At least 5 years of working experience in relevant organizations/field
  • Working knowledge of English both in written and spoken

Technical/Functional Skills

The specialist shall have competency and demonstrated practical relevant experience in Livestock value chain, knowledge of field Epidemiology and procedures especially on HPAI and other zoonotic and emerging/re-emerging and high impact diseases.

Selection Criteria

  • Extent of relevant technical experience in the areas of national veterinary and livestock development services, poultry production and marketing system and zoonotic disease situation of Nepal
  • Ability to manage and work with a multidisciplinary and multicultural team.
  • Experience in designing and implementation of such studies.
  • Good working knowledge of English, especially on written
