As a Principal Investment Officer, you will help strengthen ADB's visibility and relevance in Singapore by promoting relationships, facilitating cross-border investments, and supporting the growth of SGO as a center for strategic collaboration and capital mobilization.

Project Processing and Management:

  • Provide strategic leadership in fund-of-funds investments across Asia, ensuring alignment with ADB's private equity strategy, sectoral priorities, and development impact objectives.
  • Design and manage portfolio construction and diversification strategies, balancing geography, sector, stage, and manager concentration to improve both financial returns and development impact.
  • Lead sourcing and selection of fund managers, including market scanning, manager evaluation, track record assessment and organizational review
  • Develop senior-level relationships with leading private equity and venture capital managers, institutional investors, and co-investors to enhance ADB's visibility and deal pipeline.
  • Oversee underwriting and investment due diligence, including analysis of fund strategy, performance benchmarking, governance structures, ESG integration, and risk-return assessment.
  • Present investment recommendations to ADB's Investment Committee and Board with clear articulation of strategic fit, financial rationale, risks, and safeguards.
  • Negotiate fund terms and documentation, ensuring alignment with ADB's standards on governance, transparency, environmental and social safeguards, and integrity.
  • Identify and execute co-investments alongside fund managers to enhance value creation, development impact, and portfolio returns.
  • Shape and oversee technical assistance (TA) initiatives to strengthen fund manager capacity, ESG practices, gender equity, and market development.
  • Represent ADB on Advisory Boards of funds, exercising oversight on governance, strategic direction, and conflict resolution.
  • Contribute to portfolio monitoring, tracking fund performance, compliance with covenants, ESG and safeguard requirements, and recommending corrective actions.
  • Contribute expertise on private equity trends, fundraising dynamics, ESG/impact measurement, and frontier market investing, representing ADB in regional and global forums.
  • Develop junior staff, promoting a mission-driven investment team.

Economic, Sector and Thematic Work:

  • Lead, draft, review project, policy papers related to private sector development and operations issues in multiple themes and sectors

Knowledge Sharing:

  • Lead and contribute to relevant internal and external sessions, training and conferences and other activities for advocacy, dissemination and knowledge building
  • Maintain and share knowledge of the best international market practices and trends in the targeted sectors

Strategy and Planning:

  • Support Director PSIS to achieve ADB's PE fund business goals and objectives
  • Participate in country teams and missions for planning and programming purposes with focus on private sector development and operations and for identifying investment opportunities in assigned Developing Members.

Staff Supervision :

  • Take the role of team leader and oversees the work of team members in executing deals
  • Oversee the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the ongoing learning and development of reporting staff

Qualifications:

  • Master's degree or equivalent; or bachelor's degree and at least five years specialized experience relevant to the position can be considered.
  • At least 10 years of work experience; and at least 6 years of supervisory experience.
  • Preferably with experience working with private sector arms of multilateral development banks on bilateral blended finance facilities, climate investment fund or green climate fund programs, carbon funds or other publicly funded climate finance initiatives.
  • Working knowledge of international climate finance architecture and concessional climate change funds.
  • Experience in emerging market financing.
  • Proficiency in English.
  • Ability to work with large, culturally diverse teams at all levels.
