WFP Egypt is embarking on a new Country Strategic Plan 2018-2022 which addresses four results: everyone has access to food, no one suffers from malnutrition, food systems are sustainable, and institutional capacity is strengthened. In partnership with the Government of Egypt, WFP provides school meals for up to vulnerable children and their family members, improved livelihoods of smallholder farmer and Bedouin communities on an annual basis and combats malnutrition. Moreover, WFP implements a nutrition-specific intervention addressing the first 1,000 days of life and supports food insecure Syrian refugees in Egypt with food vouchers and resilience building activities. while also supporting humanitarian air and logistics services, food security coordination and infrastructure rehabilitation projects.
These jobs are likely to be found in Headquarters (HQ), Regional Bureaux (RBs) or Country Officers (COs). Job holders in the field may report to a more senior Procurement Officer, or the Deputy Country Director or the designate. Job holders in RBs or HQ report to a more senior Procurement Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed, and heavily engaged into day-to-day procurement operations.
To collect, analyze and report on information to maximize efficiency of procurement operations and activities
STANDARD MINIMUM QUALIFICATIONS
- Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.
- Experience: At least four years of postgraduate progressively responsible professional experience in Procurement or other related fields
- Language: Fluency (level C) in English language and the duty station’s language, if different.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services.
- Contribute to analysis of data to provide recommendations for process improvement.
- Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
- Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.
- Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
- Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
- Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

WFP offers staff in the National Professional Officer category an attractive remuneration package, which for the above position includes a monthly salary of 30,061 EGP in addition to comprehensive Medical Insurance for self & dependents, as well as 30 days of annual leave.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Experience handling routine transactions/ purchase of commodities/goods/services.
• Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and traders).
• Demonstrated experience coordinating procurement processes with other units/ teams (e.g., logistics, ICT, Administration).
