Job Description

Purpose of the post:

Support the WFP Office in Guinea-Bissau in implementing its local purchasing and resilience program. The Program Assistant will execute specialized, standardized policies and program-related processes and activities to support the effective delivery of assistance packages. The Program Assistant will work under minimal supervision, perform basic analysis and compile reports to support the consistency of information and the smooth implementation of programs / projects.

Supervision of the post:

under the general supervision of the Program Head, the Program Assistant will work under the direct supervision of the Program Policy Officer of the country office.

Main Responsibilities : the Program Assistant will perform all tasks related to the general profile of the post and all assistance tasks for the Program, focusing on the following tasks:

  • Perform specialized and / or standardized processes and activities in this specific area of ​​work, supporting alignment with broader program guidelines and policies
  • Provide support in project and / or office management following established goals, policies and procedures of PAM
  • Collect information / data and assist in the analysis and preparation of reports (eg food assistance needs, resource utilization, program status, performance) to support operational decision making
  • Perform accurate and timely recording of data in the specific technical area of ​​work (for example, food security and vulnerability assessments) following corporate standards and guidelines.
  • Work and exchange information with internal counterparts to support effective collaboration, implementation and follow-up of project activities
  • Support communication and activities with local partners, agencies, NGOs and Government institutions
  • Act as a point of contact for resolving general operations queries whenever necessary
  • Follow standard emergency preparedness practices to ensure that WFP is able to respond quickly and transfer the necessary resources to affected areas early in the crisis
  • Assist in the design of programs that provide enhanced opportunities to strengthen community beneficiaries, promote self-reliance, strengthen livelihoods and create resilience to shocks and responsiveness
  • Assist in the development of formal agreements with implementing partners and identify proposed projects and facilitate necessary approval at the local level
  • Assist in the selection of target communities for subsistence / resilience through an asset creation program, following clearly defined and transparent selection criteria and the use of participatory community planning approaches
  • Review and provide technical feedback on food security assessment, targeting and monitoring plans for beneficiaries and ensure that programs are relevant, well-targeted and provide an appropriate response to the food and nutritional security of the vulnerable assisted population
  • Monitor and evaluate activities and ensure that program objectives have been achieved and that activities meet the needs of participants
  • Assist in the collection, introduction, processing and analysis of data related to the implementation of WFP food assistance in collaboration with its partners
  • Administer and update the Program's planning, execution and monitoring platforms, providing appropriate technical assistance to users
  • Assist in the monthly reconciliation of distribution data based on information on gender transfers produced by logistics
  • Prepare gender distribution plans
  • A regular update of the database on local shopping activities for school canteens
  • A regular update of the database of communities affected by natural disasters
  • WFP's effective participation in all national networks of organizations working in the field of community development and agricultural production
  • Perform all tasks assigned by the supervisor


Academic qualifications:

  • High school diploma / certificate
  • Diploma / certificate of post-secondary studies in Agricultural Sciences, Social Sciences, Management, Educational Sciences, is an advantage

Linguistic competences:

  • Excellent command of Portuguese (level C)
  • Good written and spoken English and / or French
  • Knowledge of local languages ​​is an advantage


Desired experience:

  • Have at least 5 years of work experience in the field of agriculture and / or management or education
  • Have experience in conducting surveys / studies with households
  • Solid experience in community development
  • Be familiar with the technical communication style (eg nutrition, VAM, etc.)
  • Have observed / participated in policy discussions in the area of ​​education, or agriculture, or rural development
  • Have experience implementing projects and development programs

General knowledge and skills:

  • Knowledge of the agricultural production system in Guinea-Bissau and concepts of nutrition and food security is an advantage
  • Knowledge about project cycle
  • Knowledge of the working principles of the entities of the United Nations system among them and, with state institutions and non-state institutions is an advantage.
  • Have good knowledge of computer tools, in particular: Excel, Word, PowerPoint, Access, SPSS, in the perspective of monitoring and evaluation
  • Good analysis and synthesis skills
  • Good ability to extract, interpret, analyze and re-transcribe data from surveys and secondary sources to produce reliable information that allows decision making on the assistance modality.
  • Good teaching skills to support training activities
  • Good ability to work in a multidisciplinary team
  • Good relationship skills with partners and beneficiaries
