Job Description

Innovations for Poverty Action anticipates the need for a Program Manager to develop and oversee the delivery of a portfolio of advisory services for IPA’s Financial Inclusion Program.

Innovations for Poverty Action (IPA) is a global research and policy nonprofit that discovers and promotes effective solutions to global poverty problems. As its core business, IPA brings together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications, ensuring that the evidence created is used to improve the lives of the world’s poor. IPA has conducted hundreds of randomized evaluations across sectors, learning both whether programs work, and how they can work better.

The Financial Inclusion Program (FIP) has a growing portfolio of advisory projects, including capacity-building for financial services providers in Honduras and mystery shopping to inform the implementation of Uganda’s National Financial Inclusion Strategy. The Program is now developing a new engagement with a large bilateral donor to assess the state of women’s financial health in two countries (in Africa and Asia) and develop and pilot approaches that can successfully leverage financial inclusion for greater women’s empowerment. The Financial Inclusion Program plans to expand its advisory activities by continuing to provide consulting and direct services to implementers, donors, and governments, with the goal of helping them figure out what reliable data and evidence to gather, how to do it in a cost-effective way, and how to make the promise of data-informed programmatic decisions a reality.

IPA’s Financial Inclusion Program is seeking a Program Manager to continue to develop and execute consulting and direct service engagements related to IPA’s financial inclusion portfolio. You will report directly to the Director of Financial Inclusion. You will be part of a small central team leading IPA’s global work on financial inclusion and will be responsible for positioning the team for ambitious growth in its portfolio of advisory engagements.


  • Lead the execution of a portfolio of consulting engagements related to financial inclusion, as the primary interface for a wide range of clients –NGOs, governments, private companies, donors, etc.
  • Work closely with clients to develop tailor-made solutions for their evidence needs, and support their implementation
  • Design and facilitate external workshops and trainings targeting financial services providers, financial sector regulators, and other relevant stakeholders
  • Advise IPA country teams and their RCT implementing partners on monitoring systems beyond impact evaluations
  • Participate in the development and ongoing adaptation of the strategy of the Financial Inclusion Program with regards to its project
  • Take an active role in the development of new engagements for the Financial Inclusion Program


  • Master’s degree in development economics, international public policy, or a related field. MBAs also encouraged.
  • Five to seven years of prior professional experience in financial services; international development; or financial sector policy, compliance, or supervisory experience
  • Expertise and significant hands-on experience designing and managing Monitoring, Evaluation and Learning systems.
  • Demonstrated ability to coach and train others in MEL methodologies.
  • Familiarity with the concepts surrounding the Theory of Change and the challenges surrounding causal attribution.
  • Superior analytical, quantitative and conceptual thinking skills.
  • Strong client facing and presentation skills.
  • Ability to present information in a structured and insightful way, both in writing and orally.
  • Self-starter, entrepreneurial mindset, versatility and strong multi-tasking skills.
  • Experience working in developing countries.
  • Strong project management experience, managing multiple projects or programs simultaneously strongly preferred.
  • Experience working on large scale global projects, leading cross-functional teams virtual, ensuring milestones are on schedule and keeping stakeholders informed of progress.
  • Strong experience in client-facing roles with senior managers and VP-level executives at leading companies across the globe.
  • Passion for making data-driven decision making a reality in the development sector.
  • Ability to travel frequently (up to 30-40%).

Preferred additional qualifications:

  • Prior experience in a management consultancy
  • Experience working on both quantitative and qualitative data collection.
  • Familiarity with debates around M&E and the use of evidence.
  • Familiarity with RCTs.
  • Knowledge of a statistical package (STATA preferred).
  • Working knowledge of Portuguese (strongly preferred), Spanish, and/or French
