Job Description

SOLIDARITÉS INTERNATIONAL works around the towns of Paoua and Kaga Bandoro, where many displaced people live.

Our teams rehabilitate water and sanitation infrastructure, while forming water management committees to ensure their sustainability. Our hygiene awareness campaigns and the use of water points help to cope with the strong pressure exerted by the massive influx of populations. SOLIDARITÉS INTERNATIONAL supplies families, but also farmers with drinking water, by repairing some defective boreholes and ensuring the transport and storage of this water to their land, helping to improve food security.

Community interest works facilitate agricultural, pastoral and commercial activities and therefore increase the availability of food and revive the market. Our teams provide tool kits and seeds to farmers and breeders, and provide training.

Thanks to a rapid emergency response mechanism and the constitution of an emergency stock, SOLIDARITÉS INTERNATIONAL stands ready to intervene from the first hours of a man-made or natural disaster in order to ensure access to drinking water and has a healthy environment for populations made vulnerable by shock, natural disaster or epidemic.

The programs concerned by the position

A first project provides for interventions in various fields:

  • Agricultural revival and market gardening thanks to the distribution of seeds and tools
  • Fishing where households are supported through canoes and equipment
  • Technical support for different productions and the promotion of good feeding practices.

A second project provides for the distribution of food rations and the implementation of food hygiene awareness for the most vulnerable households.


General objectives of the position

The SAME program manager is the guarantor of the proper execution and the quality of the implemented SAME program (s), and if necessary, proposes adjustments or developments to guarantee their relevance.

As such, he / she:

  • Is in charge of the implementation and monitoring of activities and budget defined in the project
  • Is in charge of monitoring indicators and internal and external reporting
  • Is in charge of the direct supervision of the operational teams assigned to his program
  • Is responsible for coordination with logistics, administrative and HR teams
  • Participate in the reflection and strategic programmatic development of the base
  • Forge cordial partnership relations with the technical services concerned at the grassroots level in order to support the implementation of activities
  • Must contribute to the analysis of needs in his area and to the development of new proposals.

Specific issues and challenges

The implementation of this project is part of the consolidation of a new base and its extension in view of the humanitarian needs identified.

In order to enable SI to be sustainable, the quality of the project and the quality of its implementation, in particular through a participatory and inclusive community approach, will be key elements. The challenge will be to be able to deliver on short notice while ensuring the quality of the deliverables. To ensure the quality of the implementation, the PR will need to ensure the professionalism of the teams, respect for humanitarian principles in the implementation, and invest time in the field, in the support and supervision of its teams.

Priorities for the first 2-3 months

  • Implementation : the RP must ensure the continuity of activities in strict compliance with the established schedule (chronogram of activities) with an emphasis on the technical and methodological framework of the market gardening and fishing components, the start of which will have to be managed.
  • Budget monitoring: the PR will monitor budget management tools and anticipate possible under and over consumption and suggest adjustments.
  • Writing of project proposals : possibility of writing a new project proposal.
  • Capacity building of project teams : Establish a technical capacity building plan for teams.


  • Minimum level BAC + 3 university degree in one of the following fields: rural development / agronomy / agroeconomics, political / social sciences, humanitarian master's degree
  • Minimum of 2 years experience in similar positions
  • Previous experience in managing rural development / natural resource programs
  • Prior experience in team management and MEAL
  • At least one mission experience with a difficult security context

Technical skills and knowledge:

  • Mastery of project monitoring tools, including budget management tools
  • Mastery of donor procedures in terms of reporting
  • Good writing skills
  • Managerial qualities, and in particular in capacity building
  • Taste for teamwork
  • Coordination skills with all base support services
  • Organizational and prioritization skills
  • High capacity for work and resistance to stress
  • Availability, flexibility, autonomy
  • Knowledge of specific IS topics and tools highly appreciated
  • Knowledge of the Central African context appreciated
  • Used to working in an unstable political and security environment


  • Fluent French, good level of English (reporting in English)
