Position Summary:

Under the director of Rise Against Hunger HQ Portfolio Managers, the Program Manager (PM) will be responsible for identifying and nurturing programmatic partnership opportunities and leading the programmatic oversight and coordination with regional partners for food aid (typically with school feeding initiatives), emergency response, agricultural/livelihood projects. This role will entail managing strong relationships with a diverse set of implementing organizations, government (state and national) and technical working groups, as needed.

This position will be based in Johannesburg, South Africa; is expected to start in January 2019, as a consultancy position; and will provide support for RAH opportunities and programming across the region of Southern Africa.

The initial consultancy period will be for six months, with an option to extend for an additional six months.

Reporting & Supervision:

The Program Manager will report to the Director of Global Impact and have reporting and coordination responsibilities to Portfolio Managers for two out of the three RAH international development portfolios: Nourishing Lives, Emergency Response, and Empowering Communities. The Project Manager will also provide guidance to the Program Development Specialist on support needed for coordination with implementing partners.

Accountabilities and Responsibilities:

Program Support Tasks (approx. 80% LOE)

  • Ensure project quality and performance, and track performance of RAH-supported projects against project timelines, budgets, objectives, and deliverables;
  • Facilitate communication between regional and home office staff;
  • In consultation with the Portfolio Managers, provide oversight on RAH complementary program activities and co-located projects in collaboration with implementing partners;
  • Communicate with Portfolio Managers regarding program deliverables and programmatic tasks and issues, as needed.
  • Contribute to program management in areas such as troubleshooting, contractual compliance preparing work plans and other programmatic deliverables;
  • Build capacity with partner staff and travel to regional program sites for regular field visits and spot-checks;
  • Liaise with Portfolio Managers and Fund Development team members to contribute to donor and annual organizational reports, briefing papers, and presentations as necessary for regional projects;
  • Liaise with the Program Development Specialist/Program Manager on support needed on oversight of projects;
  • Participate and support in RAH Programs startups and closedowns
  • In consultation with the Global Monitoring, Evaluation, and Learning Manager, provide support on the collection of evaluation data for reporting to HQ;
  • Ensuring the RAH child protection and other policies are applied and adhered to by all members of the staff and implementing partners.

Business Development Tasks (approx. 20%)

  • Support the program/fund development team in funding opportunity planning and proposal development by participating in capture and proposal development meetings
  • As needed, serve as a writer for assigned management and other relevant sections of proposal efforts and assist with budgeting;
  • Collect and analyze information relevant to RAH portfolio and development efforts;
  • Assist or oversee the coordination and design of technical proposals for new complementary programming; and
  • Respond to requests and inquiries from internal and external staff and proactively identify opportunities for internal and external partnering on new business opportunities.

Required Skills & Qualifications:

  • A minimum of five (5) years of experience in international development and humanitarian assistance;
  • A minimum of two (3) years of experience working with team members and partners across geographies to meet project deadlines;
  • At least 2 years previous field experience in an international and humanitarian space.
  • Proven ability to prioritize tasks and to initiate follow-through with meticulous attention to detail and high level of accuracy;
  • Experience implementing projects in rural and fragile areas is preferred but not required;
  • Additional preference will be given to candidates who have demonstrable experience in one or more of the following areas: humanitarian assistance, agricultural/livelihoods sustainable development (namely experiencing with improving agricultural production and post-harvest process, market linkages and value chains, and agricultural business development), and/or food distribution programs (e.g., school-feeding programs);
  • Experience managing relationships with a prime/lead organization as a subcontractor partner;
  • Experience in grants administration/management of projects funded by foreign government aid agencies, foundations, private donors, and/ or multilateral institutions;
  • Demonstrated ability to build and maintain working relationships with staff at multiple levels and across different geographic locations;
  • Working knowledge of budgeting and project management, monitoring and evaluation processes;
  • Familiarity with issues that may impact the implementation of projects, including irregular migration, gender dynamics, and child protection and violence prevention; and
  • Demonstrated working proficiency in English is required; fluency in a second language is beneficial.
