Job Profile:

Counterpart International is currently seeking a Program Manager to provide program management, strategic partnership, and coordination support for an anticipated USAID-funded program in Sri Lanka which seeks to strengthen the technical capacity and financial sustainability of civil society organizations (CSOs). This is a full time position based in Colombo, Sri Lanka (subject to change). This position will report to the Deputy Chief of Party.

Primary Responsibilities:

The primary responsibilities for this position are responsible for overseeing regional staff in conducting community-level training, technical assistance provision, and event facilitation. The Program Manager will monitor and report on all regional activities, and liaise with local government officials and non-governmental partners. Applicants must have extensive experience in office and project management, and knowledge of capacity building of a wide-range of civil society organizations in Sri Lanka including human rights organizations, youth movements, religious organizations, trade unions, think tanks etc.

Qualifications:

Required:

• A Bachelor’s degree in international relations or a related field, such as international development, political science, or public administration.
• Minimum five (5) years of experience in the areas of capacity building of CSOs, development of CSO networks, and supporting civil society advocacy and engagement, preferably in the Sri Lankan context.
• Experience managing staff and processes; ability to mentor and develop direct reports.
• Knowledge of Sri Lanka’s current political context, especially pertaining to civil society organizations (CSOs).
• Knowledge of MS Word, Excel, and QuickBooks accounting software.
• Excellent oral and written communication skills.
• Demonstrated supervisory and leadership skills, ability to work well in a team environment.
• Fluency in English is required.

Preferred:

• Seven (7) years of experience in the areas of capacity building of CSOs, development of CSO networks, and supporting civil society advocacy and engagement, preferably in the Sri Lankan context.
• Experience working on a USAID or USG-funded program.
• Fluency English and Sinhala and/or Tamil preferred.
