Programme Analyst

Reporting to WPHF Programme Specialist, the Programme Analyst provides programme support to UN Women in the process of onboarding/contracting, projects’ implementation, monitoring and evaluation, reporting of implementing partners for a well-documented and result oriented implementation of the WPHF project. The Programme Analyst supports the delivery of the WPHF project by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. 

Responsibilities:

  • Provide inputs to the annual workplan and budget as required.
  • Coordinate and monitor the implementation of programme activities.
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Ensure the compliance of responsible parties to the RBM principles throughout projects’ design and reporting.
  • Review and coordinate the submission of implementing partner financial and narrative reports.Ensure the adherence of partners’ projects to WPHF and UN Women policies, rules, and regulations
  • Train partners on Results Based Management.
  • Provide technical support to and technically oversee the implementation of programme activities with partners.
  • Provide technical support in identification and addressing challenges and bottlenecks of partners projects implementation.
  • Participate in design and deliver group informational sessions on programme matters for call for proposals applicants.
  • Provide individual programme and reporting guidance for responsible parties at all stages of projects Implementation.
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  • Monitor progress on programme activity, results and indicators.
  • Monitor the implementation of proposals by responsible partners.
  • Contribute to the development of project monitoring tools and data collection instruments.
  • Provide inputs to quarterly and annual reports, donor reports, and other reports on outputs, results outputs and outcomes.

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage

Work Experience:

  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in the area of gender equality, gender-responsive governance, and protection is desirable.
  • Experience coordinating and liaising with government agencies and/or donors is desirable.

Languages: 

  • Fluency in English and Ukrainian is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
