ABOUT WFP

ORGANIZATIONAL CONTEXT

The job holder will work under the supervision of Country Strategic Plan (CSP) - Strategic Outcome 3 Manager. S/he will assist the SO 3 Manager and other staff involved in activities management under the SO 3 in documentation, coordination, communication, reporting etc functions to effectively manage the SOs/activities.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet WFP Nepal Country Strategic Plan (CSP) 2019-2023 operation needs.

Background:

WFP Nepal’s Country Strategic Plan (CSP) 2019-2023 will be reviewed and approved by the WFP Executive Board in its session of November 2019 and it will become effective in January 2019. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the five SOs.

Under the Integrated Road Map (IRM), WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking resources used for implementing the activities to the results achieved.

The five Strategic Outcomes (SO) are:

  • affected populations in Nepal have timely access to adequate food and nutrition during and in the aftermath of natural disasters and/or other shocks.
  • Food Insecure people in targeted areas have improved nutrition throughout the key stages of the life-cycle by 2025.
  • Vulnerable communities in remote, food-insecure areas of Nepal have improved food security and resilience to climate and other shocks by 2030.
  • The Government of Nepal has strengthened capabilities to provide essential food security services and respond to crises by 2023.Government efforts towards achieving Zero Hunger by 2030 are supported by inclusive and coherent policy frameworks across all spheres of government by 2023.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Assistant (SO 3) will be directly supervised by SO 3 Manager. S/he will have the overall responsibility of assisting the SO 3 Manager and other staff involved in activities management under the SO 3 to deliver a wide range of programme support processes and activities. The key responsibilities include:

  • Perform specialized and/or standardized processes and activities under SO 3 and sub-national policy coherence related activities, supporting alignment with wider programme policies and guidelines;
  • Provide project management and/or general office support following established targets and WFP’s policies and procedures;
  • Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
  • Perform accurate, timely recording of data related to the CSP activities following corporate standards and guidelines.
  • Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Support communication and activities with local partners, agencies, NGOs and government institutions.
  • Liaise with sub-offices, and Programme Policy Officers seconded to government (federal and provincial government) regarding monitoring deliverables and activities status updates.
  • Follow-up on correspondence with SOs/activities stakeholders, sub-offices and the government, and bring to attention of team members issues of concern.
  • Manage office files, and reproduce documentation and background material for reference and action by the supervisor.
  • Process documentation for submission, including final quality check regarding accuracy and compliance with formats and guidelines.
  • Make logistic and administrative arrangements for seminars, workshops, and briefings that may be required by the Unit/team.
  • Upon notification by supervisor, coordinate field missions undertaken by members of the team.
  • Participate in field data collection, as required.
  • Perform any other duties, as assigned by supervisor.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of higher secondary education in the related functional area: information management, social sciences, development studies, sociology or any other relevant field. A post-secondary certificate in the related functional area is desirable.
  • Language: Fluency in both oral and written communication in English and Nepali.

  • Programme Lifecycle & Food Assistance Can facilitate implementation of food assistance programmes under guidance using basic understanding of principles and good practices of programme design, implementation and monitoring.
  • Transfer Modalities (Food, Cash, Vouchers) Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Knowledge of Specialized Areas Understands basic technical concepts and data andtheir relevance to food assistance programmes.
  • Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Govt Understands and applies basic principles of engagement with government counterparts at the national or local level.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

  • Must be familiar with MS office;
  • Nepali Typing skills is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
  • At least 4 years of relevant experience in project management support in a governmental and multilateral organizations or I/NGOs;
  • Experience of supporting programme management, policy discussions/dialogues and coordination with wider group of stakeholders;
  • Experience in data analysis and database management;
  • Experience in liaising with government partners and working with I/NGOs; has good negotiation skills and ability to communicate effectively and is a team player
  • Good report/document drafting and writing skills;
  • General knowledge of UN system policies, rules, regulations and procedures in the area of work is an advantage.
