   He/she will also be responsible for supporting effective transversal country office management activities including facilities and operational asset management, travel arrangements, events management, and supporting program staff in onboarding.

 He/she may also contribute to supporting reporting of results under GGGI's biannual/annual program plans and maintain effective program reporting in line with GGGI's corporate policies, standards, and protocols. The position holder will be based in Ouagadougou and will report to the GGGI Country Representative, while working closely with experts related to project outcomes.

  • Assist in project financial statements and project budgets, monitoring expenditures against established allocations on a monthly basis
  • Coordinate procedural aspects related to financial contracts, partnership agreements, Memorandum of Understandings, and official approval memos.
  • Develop and monitor detailed budget execution plans and schedules in line with yearly work programs and budget lines and as required.
  • Compile annual and bi-annual financial reports to the donor and provide information on project financial expenditures when requested by the donor
  • Develop, and monitor procurement plans and requisition procedures in line with yearly work programs and budget lines and as required.
  •  Manage procedural and technical aspects of GGGI's Enterprise Management System (ERP) and project management system GGGI Online (GO) and ensure process integrity.

Engagement:

  • Assess operational and process performance of implementing partners and service providers. Advises clients and collaborators regarding most effective means to engage for provision of services.
  • Identify issues of consistency in project accounts and recommend remedial approaches to sustain and advance quality.
  • Advise the Country Representative and relevant program staff on improving procedures, polices and tools of operational transactions where necessary by liaising with relevant HQ Units
  • Ensure products are delivered in line with established agreements and in line with expectations of the financing partners
  • Collaborate with other country teams, units, and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as ‘One GGGI’

Delivery:

  • Monitor and report workstream budget expenditures in activities to ensure efficiency, accuracy, and consistency in line with work plans to support program management.  
  • Conduct relevant training on GGGI procedures for Program staff and partners as necessary.
  • Manage recruitment of the Program's human resources (staff and consultants) in compliance with Country's law and GGGI's HR rules and policies including effective onboarding of staff.
  • Ensure sound financial management, in line with GGGI policies, including effective budget management, overseeing financial audits, managing the implementation of financial regulations, criteria and standards as per donor's requirements
  • Ensure effective procurement processes to support the country team, in line with GGGI's policies and regulations  
  • Ensure effective office management and facilitation of Program's delivery (for example: logistical arrangements for travel, training, workshop and conference organization, honoraria, per diems, etc.)
  • monitor relevant management and financial modules of GGGI's Enterprise Resource Planning (ERP)System for the Country Program
  • Oversee Facilities, Information & Communication Technology and be responsible for data and information storedunder the Country Program as well as oversee the purchasing of necessary office supplies in support of program delivery
  • Support management and administration (M&A) aspects of country program and carry out M&A duties efficiently and effectively in line with GGGI policy
  • Identify and anticipate administrative issues and recommend remedial solutions for any M&A related issue in the country, ensuring consistent service delivery
  • Guide and enforce GGGI's policies, regulations and process compliance, and ensure they are followed by all teammembers
  • Maintain and manage the office environment for occupational health and safety; advise on and manage an economical and green office environment

Requirements:
Qualifications:

  • A Bachelor’s Degree in Business Administration, Finance, Accounting, Human Resources, Program Management or another relevant field of study is required. A Master ‘s Degree is an advantage
  • Minimum 3 years of professional work experience in at least 3 of the following areas: accounting, project management,  financial management, Monitoring and Evaluation, procurement, database management, knowledge management.
  • Excellent communication skills verbally and in writing in English and French is required. The interview and possible written test will be conducted in ENGLISH.
  • Experience with international organizations is a plus.
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.), as well as Enterprise Resource Planning (ERP) or similar software.
  • Work and living experience in a Burkina Faso is desired.
  • Ability to prepare written reports and business correspondence, both in French and English.
  • High level of attention to detail and accuracy, especially to numbers.
  • Strong and mature interpersonal skills and proven ability to work with multi-cultural teams.
