Programme Associate

Under the direct supervision of the Head of Programme/Head of Office at the aforementioned Area Offices (AO), and the overall guidance of Programme Policy Officer for Cash Based Transfer, Identity Management and CP Management at the Country Office, the Programme Associate will be responsible for, and not limited to, the following duties:

Responsibilities:

  • Support the AO in reviewing cash related field level agreements to make the right decision for choice of cash modalities and mechanisms in line with WFP’s transfer modality guidance.
  • Lead and implement country office SOPs for NGO partners as cash transfer agents, mobilize financial service providers, conduct reconciliation analysis, and identify transaction anomalies.
  • Facilitate and review FLA proposals, collaborating with COPRC for approval through Field-Office PRC meetings. Also support partners in budget development, risk identification, and mitigation measures, endorsing specific risk matrices before FLA signing.
  • Organize regular coordination meetings with partners to update on program activities, challenges, and improvements. And develop capacity strengthening plans with CPs and establish performance strategies, including training and assessments.
  • Ensure timely creation of “Partnership” for signed FLAs in COMET system and maintain data entry for distribution reports.
  • Monitor operational risks of partners or WFP teams, ensuring implementation of improvement measures. Conduct orientation and training sessions for new Cooperating Partners as required.
  • Coordinate secure and timely ingestion of beneficiary datasets, working with ICT and IDM counterparts on data cleaning and preparation.
  • Generate payment lists according to distribution schedules, coordinating reconciliation analysis and case management.
  • Track IDM implementation status against benchmarks and provide bi-weekly updates.
  • Maintain records of CBT-related FLAs, beneficiaries, and transfer amounts. Also monitor cash distributions, analyze expenditures, and share insights with management.
  • Collect success stories, best practices, and lessons learned, producing key messages with support from CO units. And generate evidence-based documentation related to cash transfers, post-distribution monitoring, and market assessments.
  • Act as focal point for cash and identity management issues related complaints and feedback raised through Unified Case Management system maintained by WFP, support the timely resolution and closure of relevant complaints, feedback for the activity implementation team and area office management. 
  • Conduct field visits to provide technical assistance and on-the-job training to CPs and WFP staff on the implementation of cash transfer programs.
  • Perform other related duties as assigned.

Education:

Completion of secondary school education. A post-secondary certificate in international relations, political or economic science, business administration, computer and information systems, or other relevant academic areas. 

Work Experience:

  • Six or more years of progressively responsible work experience in in implementing Identity Management including designing and implementing humanitarian in-kind or cash programmes involving experience working with technical themes related to market assessments, post distribution monitoring, data analysis.
  • The candidate should have contributed to implementation of cash-based programme.

 Skills:

  • Microsoft Office, data collection tools, database technologies and project management methodologies. Experience and ability to effectively engage and coordinate across a variety of stakeholders.
  • Candidates who have held roles with direct responsibilities in Cash-Based Transfers (CBT), identity management, and/or cooperating partner (CP) management—either in their current role or within the last two years—are strongly encouraged to apply. Experience in these areas will be considered an asset during the selection process.

Languages:

Fluency in both oral and written communication in English and Burmese.
