Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.DRI has been operating in Pakistan since 2010. It supports Pakistani stakeholders in undertaking electoral reforms, human rights compliance and strengthening parliamentary institutions. DRI has been working with the federal parliament, the provincial assemblies, the Pakistan Institute for Parliamentary Affairs (PIPS), the National Commission for Human Rights (NCHR) and the Sindh Human Rights Commission (SHRC).
Currently, DRI is implementing a project on the promotion of human rights and good governance in Pakistan funded by the German Federal Foreign Office. Furthermore, DRI is anticipating to start new projects in the areas of electoral reforms and parliamentary strengthening in 2017.
Duties and responsibilities:
The Programme Coordinator works under the supervision of DRI’s Country Representative in Pakistan and takes leadership for implementing the operational aspects of all projects being implemented in the country. Specifically, s/he will:
Implementation Design and Methodology
- Work with technical leads on programme design and implementation methodologies for different activities;
- Coordinate with relevant programme and finance team members to ensure the implementation of operational aspects of project activities including events, workshops, trainings and publications;
- Support in drafting of project planning documents such as proposals;
Research and Publications
- Provide input to DRI’s briefing papers and publications;
- Conduct legal and political analysis related to human rights, elections, and parliamentary developments in Pakistan;
- Work with in-house team and short-term experts on the drafting and revision of briefing papers and research materials on different governance issues in Pakistan; prepare policy and legal briefings papers where required.
- Develop communication products such as stories for DRI’s website, newsletters and press releases;
Representation and Public Speaking
- Facilitate and conduct meetings between DRI and key interlocutors such as government and political party representatives, parliamentarians, representatives of civil society organisations, and the media;
- Provide briefings and speak at DRI events to share comparative knowledge with participants on subjects such as elections, human rights and parliamentary reforms in line with DRI’s positions on these issues in Pakistan;
- Regularly reach out to and establish close working relationships with project participants and interlocutors, including parliamentarians, political party representatives and civil society.
Monitoring, Evaluation and Reporting
Prepare project workplans/logframes and update them on a monthly basis;
Develop and implement a monitoring and evaluation framework and tools for the projects;
Collect, compile and assess necessary data and information for project monitoring and evaluation;
Draft and review monthly and quarterly progress reports, regular event reports, and updates for the donor;
Maintain full responsibility for project data archiving;
- Support DRI’s Country Representative and Finance Unit in tracking financial expenditures, including ensuring timely submission of invoices by all project team members and short-term and long-term consultants;
- Provide functional oversight of tasks of DRI’s Provincial Coordinators based in the four provinces;
- Support DRI’s Country Representative in hiring of short term consultants and other team members for the country office.
Education & Experience:
- Master’s Degree in human rights, law, or political science, programme management or equivalent;
- Minimum of 7 years of professional experience in supporting democracy, elections, human rights and legal reforms projects;
- At least 3 years of professional experience in programme management and operations will be an advantage;
- Proven strong management, planning, organisational and communications skills (written and oral);
- Profound knowledge of the Pakistani context and experience in working with the relevant stakeholders, in particular policy-makers, political parties, parliamentarians and civil society organisations;
- Experience in budget management is required;
- Good working knowledge of Microsoft Office (particularly Word, Excel and Powerpoint) and online collaborative tools such as Google Docs/Drive and DropBox;
- Fluency in English and Urdu, both spoken and written is required;
- Ability to work effectively under stressful conditions like heavy workloads and deadlines;
