Job Description

The Program Development Manager is in charge of all fundraising actions of HI Pakistan, including donor mapping, establishing and maintaining donor relations, planning and leading assessments, ensuring innovation and creativity in all projects, developing project proposals, and so on. You will be closely working with Program Director, as well as with team members engaged with program development, including Operations Coordinator, Technical Coordinator, Finance Manager, as well as Inclusion and Protection Advisers.

The position is based in Islamabad, but travel to provinces will be required, especially for networking with stakeholders and management of needs assessments.
Under the line management of the Program Director, you work closely with Operations, Support and Technical Teams, and ensure that all HI’s operational, technical and support practices and policies are incorporated in program development. You may also be in functional link with technical advisers in HQ.
For now, the program team is composed of 40 national staff members and 2 expatriates.

As Program Development Manager, your overall objective is to lead and develop concept notes and project proposals ready for submission to donors (public institutions, foundations and private sector) in order to secure funding for the Program.
In this framework, your main duties are:

  • Mapping and anticipation of funding opportunities
  • Identify new ideas and test their implementation throughout HI program and/or projects; carries out needs assessments and collects data for proposal writing

  • You hold a Master’s degree in Social Sciences or any related disciplines
  • Preferably, you have training in Communications and/or Business administration
  • You have at least 5 years of experience in program development support at senior level with proven record of accomplishment in fundraising, donor relations and new programs development. You have experience working with major donors such as DFID, DEVCO, ECHO, UN or bilateral / multi-lateral donors.
  • You have experience in developing and leading community-based needs assessments; mobilizing partnerships for program development
  • You have proven capacities in proposal development
  • You have strong analytical skills; outstanding communication skills and an excellent English level (written and verbal)
  • You are organised, autonomous; you have the ability to work in multi-cultural context
