This position is located in the Office of the Under-Secretary-General for Peace Operations. The Programme Officer will be part of the Peacekeeping-Intelligence Academy in Entebbe, Uganda, which has been established to develop and deliver peacekeeping-intelligence-related training courses to civilian and uniformed United Nations staff, as well as to organize seminars and conferences, and support research on PKI-related topics. The Programme Officer reports to the Chief of the Peacekeeping-Intelligence Coordination Team.

Responsibilities:

  • Develops, coordinates and delivers PKI-related training courses, both in-person and online and, where requested, delivers PKI modules and/or lessons to be included in other United Nations courses. 
  •  Maintains a thorough understanding of key policy developments related to peacekeeping-intelligence and associated themes.
  • Identifies training gaps and conducts Training Needs Assessments in the field of PKI. 
  •  Maintains awareness of best practices in the field of learning, training and technology enhanced learning, including online learning and ensures quality of training material and delivery. 
  • Coordinates and liaises with other UN training entities on the topic of PKI related training courses. 
  •  Initiates and coordinates outreach activities with national and regional training institutions with regards to intelligence-related training courses. 
  •  Serves as counterpart to academic institutions with regards to thematic research related to PKI. 
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. 
  •  Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. 
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions related to PKI training evaluation. 
  • Organizes consultative and other meetings, conferences, seminars and workshops, including proposing agenda topics, identifying participants, and preparing documents and presentations. 
  • Integrates gender perspectives and other key thematic issues across all training courses. 
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements.) and prepares related documents/reports (pledging, work programme, programme budget.).
  • Be prepared to conduct in-mission training courses up to 30 days. 
  • Performs other duties as required.

Education:

  • Advanced university degree (Master's degree or equivalent) in political science, international relations, law, public administration, or related field or a related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of seven years of progressively responsible experience in national intelligence is required.   
  • Experience in developing and delivering intelligence and/or peacekeeping-intelligence is required.   
  • Great communication and presentation skills are required.   
  • Substantive knowledge of peacekeeping-Intelligence, including its framework and implementation in peacekeeping operations is required.   
  • Experience in managing a project or a program is required.
  • Experience working in an integrated civilian-military-police environment is desirable.    
  • Experience working in a peacekeeping operation or in a post-conflict environment is desirable.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For the position advertised, fluency in English (both oral and written) is required.
  • knowledge of French is desirable.
  • Knowledge of another UN official language is an advantage.
