This position is located in the Office of the High Commissioner for Human Rights (OHCHR) the South-East Asia Regional Office in Bangkok. The Programme Management Officer reports to the P4 Programme Management Officer.

Responsibilities:

  • Participates in the development, planning, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. 
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.   
  •  Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. 
  • Manage projects, programmes and evaluations exercises.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. 
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. 
  • Coordinates activities related to budget and funding (annual work plan, programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.     
  • Ensures that requirements, background information used for data analysis are documented. 
  • Supports the regional office’s requirements in relation of Umoja and its Delegation of Authority. 
  • Performs other duties as required.

 Education:

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.   
  • A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. 
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience:

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.   
  • Experience in project/programme management, evaluation, or strategic planning within the United Nations Common System, or similar international organization is desirable.   
  • Experience in areas related to human rights and social work is desirable.   
  • Experience with results-based management is desirable.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For the position advertised, fluency in English (both oral and written) is required. 
  • To be considered fluent in a language, the proficiency level in all four specified areas (i.e. reading, speaking, understanding and writing) must be “fluent.” To be considered to have knowledge in a language, the proficiency level in at least two out of the four specified areas must be “confident” or “fluent.”
