  • UNOPS Hub in Amman supports UNOPS service provision and implementation in Jordan. It provides a range of project management and related services to its clients and partners. The current projects combine logistics, procurement, contract management, personnel recruitment and administration/financial management, institutional reforms and governance strengthening, training, security technology, borders and crossings, and Infrastructure.

 Functional Responsibilities

Under the overall guidance of the Head of Programme, and direct supervision of the Head of PMO, the Programme Officer is responsible for the following tasks:

Project Management Support

  • Follow up with Project Managers (PMs) on project implementation and monitor project performance against planned targets; 
  • Support in monitoring progress against the Project Implementation Plan via progress meetings, quarterly assurance process and review of highlight reports and exception reports;
  • Support and/or follow up with PMs in ensuring compliance with procedures stipulated in the UNOPS Project Management Manual;
  • Provide guidance to PMs towards the development of project plans and sub-plans and review project plans and sub-plans in collaboration with the Senior Quality Engineer, HoP and any other relevant personnel; 
  • Review project, programme and portfolio schedules against baselines using planning software such as MS Project;
  • Ensure that proper handover documentation for infrastructure related projects is met with respect to project closure;
  • Perform any other duties as requested by the Head of PMO, Head of Programme and/ or the Director Amman MCO.

Progamme-Partnership Nexus

  • Provide input and feedback to the Partnerships team as needed in the development of various documentation in the project lifespan including but not limited to the Project Initiation Document and Implementation Plan;      
  • Support PMs in the preparation and review of narrative and financial progress and final reports against donor contributions, projects and activities and coordinate with the Partnerships team for timely submission of reports;
  • Support PMs in relation to communication with donors with the support of the Partnerships team;

Knowledge Management

  • Coordinate knowledge sessions with technical experts within and outside the Hub on various subject matters; 
  • Engage with knowledge management activities using existing UNOPS channels such as Google Currents;
  • Liaise with PMs to develop case studies in collaboration with the Partnerships and Communications team, and ensure quality of lessons learned, and best practices;
  • Follow up with PMs to ensure collection and dissemination of lessons learned and best practices.

 Education/Experience/Language requirements

 Education

  • Advanced University Degree in Construction Management, Architecture, Civil Engineering or other relevant engineering-related discipline is required. 
  • University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience in Project Management, Architecture, Civil Engineering, Construction management or other relevant engineering-related discipline may be accepted in lieu of the advanced university degree.

Work Experience 

  • 2 years (or more based on academic credentials) of progressive experience in construction management and/or civil engineering, with focus on monitoring, reporting, planning, development and coordination in either public or private sector organizations.
  • Experience in working on an infrastructure project is required

UN experience is desirable

  • Experience in using G-Suite is desirable

Languages: 

  • Arabic - Fluent reading, writing and speaking
  • English - Fluent reading, writing and speaking
