About the role: This is an unaccompanied 12 month, replacement role based in Halba with frequent travel to Tripoli and Beirut, and a salary band Grade 3 with annual salary of € 36,527 – €40,586.
You will report to the Programme Director, line manage two Project Managers and oversee an expanding programme with a current budget of approximately US$1,500,000. You will liaise with the Systems Director, Country Financial Controller, other Programme Managers and key support staff.

Your purpose: The Livelihoods Programme Manager will further provide strategic guidance to develop, consolidate and manage Concern’s livelihoods programme in the North and Akkar Governorates of Lebanon.
- Lead the quality development and control of livelihoods programmes through continuously improving programming methodologies, techniques and through a mentoring programme with managers and the application of Concern programme tools and approaches.
- Represent Concern’s Livelihoods programme to external stakeholders including, but not limited to, donors, LLH Working Group members, relevant local and national Government authorities and beneficiaries.
- Ensure the effective and professional management of donor grants and support the development of high quality proposals.
- Provide ongoing mentoring, support and advice to Project Managers to ensure high quality Project Cycle Management.
You will be responsible for:
Programme Design, Implementation and Development:
- Manage the implementation of Concern’s approved livelihoods programme within the framework of the Lebanon Crisis Response Plan (LCRP).
- Oversee and support staff in the day to day management of the implementation of the livelihoods programme.
- Monitor programme budgets and management accounts to ensure projects are implemented on time, within budget and in accordance with Concern procedures and donor requirements.
- Oversee the production of timely regular project progress reports in accordance with donor agreements and Concern systems
- Ensure the participation of the programme stakeholders in all stages of the programme cycle.
- Ensure that all programme activities are appropriate and are based on evidence and needs and in line with Concern’s Country Strategic Plan.
- In liaison with the MEAL Manager, develop and implement an M&E, learning and documentation system related to livelihoods that integrates into and complements existing programmes.
- Under the guidance of the Programmes Director, work with the existing WASH, education, shelter and protection teams to support an integrated programme approach and ensure programme activities are well coordinated within the programme.
- Provide ongoing technical assistance to programme staff and foster opportunities for programmes to learn from each other.
- Support the Programme Director /CD to seek out in-country and international funding opportunities for potential livelihoods activities and programmes, and secure funding through the development of high quality project/programme proposals
- In conjunction with the finance, systems and programme teams, contribute towards the development accurate budgets to accompany the programme proposals.
- Timely preparation and submission of donor report to a high quality standard in accordance with donors’ requirements.
Staff Development and Organisational Learning:
- Lead and manage staff, contributing to their capacity building and career development. Support career development initiatives of staff in the Livelihoods Programmes to develop their skills and widen their perspectives.
- Provide technical support and on-going on-the-job training and coaching to livelihoods staff, including in particular a thorough induction at the start of their contract.
- Participate in the capacity building of partner NGO staff.
- Ensure livelihoods positions have accurate job descriptions and that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work.
- Ensure that all staff are aware of and comply with Concern’s policies and procedures.
- Monitor and review performance and hold livelihoods staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
- Ensure that work within the livelihoods team is planned and organised in a way which will meet the programme’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
Representation and Networking:
- Engage with and support national and regional level livelihoods networks relevant to promoting and increasing Concern’s learning.
- Actively participate in National and Regional level Livelihoods Sector Working Groups.
- Build and maintain effective networks with government representatives, local and international NGOs and other implementing actors within the livelihoods sector to ensure more effective livelihoods programming
- Support the development and finalisation of livelihoods partnership agreements and their management and implementation.
- Actively participate (as required) in collective exercises such as preparation or updates of the Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP), and Country Strategic Plan when requested.
- Take active measures to address equality issues, particularly relating to gender, in programme activities.
- Ensure the highest standards of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholders’ participation at all stages of the project cycle.
- Be aware of, understand and comply with all of Concern’s policies and procedures (finance, logistics etc.).
- Be aware of, understand, comply with and be a model of Concern’s HR policies and Concern’s Code of Conduct and its Associated policies, and ensure that every member of the programme team is aware of, understands and complies with all of Concern’s policies and procedures.
- Fully adhere to security protocols and procedures and ensure that all members of the programmes team also do so. Contribute to on-going security management and planning as necessary.
- Undertake other related duties as may reasonably be assigned by the Programme Director (the line manager for this role).
Your skills and experience will include:
- Relevant second-level qualification in Development Studies, Agriculture, Business Administration, or other related discipline.
- At least three years overseas experience in similar or related senior management positions.
- Experience of programme development, the project management cycle, budget management and participatory planning methodologies.
- Strong understanding of and commitment to the promotion of equality.
- Knowledge and experience of Livelihoods approaches in a medium development context.
- Fluent English (written and spoken).
- Previous experience of managing a diverse team of over 20 staff.
- Proven strong management ability, including the ability to lead and motivate others.
- Strong training and mentoring skills.
- Excellent public relations, and written and verbal communication skills.

We would also like:
