Job Description

Background

BRCiS is a humanitarian Consortium that takes a holistic approach to supporting Somali communities in developing their capacity to resist and absorb minor shocks without undermining their ability to move out of poverty.

In 2013, five international NGOs with long experience in Somalia – Cooperazione e Sviluppo (CESVI), Concern Worldwide (CWW), the Norwegian Refugee Council (NRC), the International Rescue Committee (IRC), and Save the Children International (SCI) – formed a Consortium to address Somalia Communities' long-term exposure to recurrent disasters and destitution. The Consortium now has 9 Members including Action Against Hunger, Candlelight, Gredo and Kaalo. It manages a portfolio of grants implemented in all Federal Member States of Somalia.

The Programme manager is responsible for coordinating the implementation of the integrated programs in the BRCiS Consortium portfolio. The Program Manager represents the BRCiS at coordination forums, as delegated by the Chief of Party.

Specific Duties and Responsibilities

Programme Management

  • Supports the Chief of Party regarding Consortium coordination and communication to donors/government in relation with programme issues.
  • Coordinates development and implementation of harmonization and standardization strategies across all grants within the Consortium both for emergencies and longer term resilience projects.
  • Follow-up on creation and utilization of systems, tools and mechanisms to reinforce programme quality controls.
  • Identifies funding opportunities, leads all new project proposals and coordinates with the members to align to the BRCiS strategy with support from Grants Coordinator.
  • Coordinates reporting for current grants with Consortium Partners and CMU Members with support from Grants Coordinator
  • Contributes to designing and guiding the Consortium and resilience learning agenda and to enforcing accountability and learning within the members of the Consortium, in collaboration with MEAL and resilience advisor
  • Supports the communications and advocacy coordinator to develop and coordinate information sharing mechanisms for main Consortium stakeholders: government counterparts, coordination bodies, Consortium Members, Lead Agency, communities and donors.
  • Supports the Chief of Party and the Communications and advocacy coordinator with advocacy related activities.
  • Builds capacity of CMU staff to ensure a smooth delivery of both resilience, early actions (crisis modifications) and emergency activities.
  • Ensures all working groups and work streams are functional and productive.

Strategy and Representation

  • Takes the lead in promoting and monitoring the adaptive management agenda within the Consortium with support from the Resilience Advisor and MEAL
  • Supports the Chief of Party in the representation of the Consortium in governments, donors, clusters, coordination meetings as appropriate, nationally, regionally or globally.
  • Develops and maintain strong relationships with Somali resilience stakeholders and identify strategic implementation, research and private sector partners that can contribute to BRCiS Consortium portfolio development, influence and impact.

MEAL

  • With the resilience advisor and MEAL, leads the creation of a programme quality framework for resilience approaches with tools and processes to measure and monitor adaptive management and Value For Money
  • With the resilience advisor and MEAL, monitors the adaptive management in the projects and monitor the value for money.
  • With the M&E Manager and M&E team to build programme capacity to roll-out a shock-based measurement framework that measures changes in resilience capacities linked to well-being indicators
  • Promotes innovative practices and communicates/demonstrated best-practices to the wider humanitarian community, globally and Somalia coordination fora.
  • Supports the resilience advisor and MEAL with the capacity building framework developed with learning partners on resilience and consortium ways of working

Professional competencies

  • Applicable degree in international relations, business, economics or related field.
  • 7 years’ experience in humanitarian/development aid in complex and/or insecure environments, preferably in East/Horn of Africa.
  • Documented results related to the position’s responsibilities
  • Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
  • Excellent planning and coordination skills, including remote team management, capacity building, project monitoring
  • Excellent report and proposal writing skills in English language. Experience in interpreting data and writing reports, guidance and strategic documents to a rigorous technical standard.
  • Ability to work closely with field based national staff and experience in various staff training and development approaches
  • Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks
  • Ability to write high quality concept notes and technical sections for donor proposals

Context/Specific skills, knowledge and experience

Knowledge of the context of Somalia

  • Experience from working in complex and volatile contexts, multi-country disaster preparedness, response and recovery programming
  • Experience with project development
  • Experience with Consortium coordination
  • Experience in resource mobilisation and working with various donors and conversant with their technical frameworks and strategies
  • Experience in advocacy work
  • Safety and security awareness training.
