Job Description

About the role: This is a 24 month, new role with unaccompanied terms based in Port-au-Prince, Haiti. This position is Grade 3 €34,106 - €37,895 and benefits.

You will report to the Programme Director and will line manage the Livelihood and Protection Officers and work closely with other programme team.

Your purpose: This is an exciting opportunity to lead in the implementation of the Child Protection Project in Cite Soleil and Martissant funded by UNICEF. The project will directly respond to the multi-sectoral needs of the population - especially of domestic child workers and their households. Your role will be to ensure sound management of the project teams, budget monitoring, effective donor compliance and partnership management. You will have oversight of a dynamic team, and lead the launch of child protection and oversee the project’s livelihood team activities in line with the project’s deliver in 2018.

You will be responsible for:

Programme Management

  • Lead the implementation and monitoring of a two-year UNICEF-funded urban child protection and vulnerable households support project, ensuring timeliness and delivery according to the activity plan and results framework, and in line with Concern’s approaches and policies, and international best practices;
  • Ensure Concern’s purpose, values and the programme objectives are communicated amongst line managed staff to foster understanding, ownership and the organisational culture;
  • Provide technical and strategic direction in relation to Child Protection and equality/gender activities - in particular, ensuring no activities/work engaged in which could inadvertently put children and other vulnerable beneficiaries at risk.
  • Coordinate with the Urban Programme Manager to ensure the coordinated and timely implementation of Urban activities (including Graduation) as set out in the country programme results framework;
  • Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilised and spending is in line with Concern financial procedures and Donor requirements;
  • Liaise with logistics and administration functions to ensure the timely delivery of required inputs/materials for the programme (e.g. purchase requests, disbursements, transport), in accordance with CWW standards and donor requirements;
  • Ensure implementation of Concern’s Code of Conduct and Programme Participant Protection Policy (P4);
  • Guarantee the implementation of Concern’s Complaints Response Mechanism (CRM) initiatives in the programme area, ensuring that feedback is taken into account in delivery of the project;
  • Undertake regular monitoring and support visits to programme sites, providing feedback to staff, and closely monitor the follow-up of recommendations;
  • Support the development of the income generation strategy and oversee its implementation in coordination with the Urban Programme Management Team;

Planning and implementation:

  • Oversee the integration of the UNICEF project strategy into the overall Concern Urban strategy in Haiti;
  • Ensure the donor strategies, guidelines, formats and processes are understood by all concerned and adhered to within programme implementation and procurement;
  • Develop weekly and monthly project activity plans in line with the overall programme plan, and relevant programme documents (logical framework, programme annual plan, budget);
  • Support the identification and validation of target programme participants – identification and development of transparent targeting criteria using the programme guide.
  • Ensure cross-cutting issues are mainstreamed into the different programme axes;
  • Support the development of mechanisms and tools that facilitate staff and partners to document and disseminate lessons learned and models of good practices from the programme;
  • Ensure participation, sensitisation and collaboration of the community in the implementation of the project through appropriate mechanisms

Human Resources

  • Identify project staff needs, ensuring that job descriptions are developed, appropriately qualified staff are recruited and inducted as per the programme/organisational needs;
  • Manage the project team with a particular emphasis on capacity building of staff through mentoring and training and ensure timely performance development reviews are conducted (this will include supporting country-wide staff trainings if needed);
  • Develop Terms of Reference for external consultants/technical visits;
  • Report any violations of Concern policies to the Programme Director/Senior Management Team and undertake disciplinary and other action as may be required.


Coordinate with implementing partners and ensure they receive orientation to the project and any essential capacity building for local partner staff.  Monitor programme implementation with partners and organise capacity building and other support as may be necessary.  With the support of the CFC and other relevant staff, monitor partners’ compliance with donor and Concern procedures and take any corrective action as may be required.

Reporting, Monitoring & Evaluation:

  • Coordinate with the M&E Manager to ensure timely implementation of the mid-term review, end-line surveys and final evaluations in addition to regular  programme monitoring;
  • Work collaboratively with the M&E Manager and the M&E officer in developing strategies and tools to monitor activities;
  • Liaise with donor’s and partner’s M&E manager to ensure data is collected and shared;
  • Produce timely, clear and high quality reports on the implementation and monitoring of project activities to Concern Worldwide and donor requirements and in a format accessible for wider stakeholders;
  • Provide monthly visits to vulnerable families to assess and report on the impact of the project on their standard of living;
  • Support the organisation of regular coordination and feedback meetings with the community stakeholders and beneficiaries, ensuring the involvement of programme participants in research, programme activities and monitoring and evaluation.

Representation & Coordination

  • Ensure effective networking and coordination with local Government authorities, other NGOs, and UN at field level in coordination with the Urban Programme Manager and Programme Director;  Communicate and liaise with formal government structures – mayor’s office, MARNDR, Chambre des
  • Commerces et de l’Industrie, etc.;
  • Ensure an enabling and innovative environment between implementing partners, peer organisations and programme stakeholders through leadership, effective coordination, capacity building and frequent communication;
  • Facilitate linkages where possible to local civil society, LA/Ministries and private sector operating in Cité Soleil (Première Cité) and Port-au-Prince (Bas Martissant, Bolos, Fort Mercredi Grand Ravine et Ti Bois) for effective coordination;
  • Represent Concern at local coordination/UNICEF coordination meetings and working groups ;
  • Manage external (UN, head office, consultants, etc.) visits to the field, as required.


  • Ensure the programme teams carry out their work in accordance with Concern’s security Standard Operating Procedures (SOPs);
  • Assist the Country Management Team with security analysis through the sharing of important security information collected through fieldwork;
  • Participate in the revision of SOPs and other security related duties as necessary.

Other Duties

  • Participate in country-level strategic planning initiatives and other duties as determined by line management;
  • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the CHS (Core Humanitarian Standard) with a focus on Child Protection;
  • Any other duties as may be reasonably requested by the Programme Director.

Essential:Education, Qualifications & Experience Required:

  • Relevant degree in a related field (Humanitarian Aid, child protection, gender, education etc.)
  • At least 3 years’ experience in Child Protection. 
  • A minimum of 3 years’ experience working in an international NGO or international organisation overseeing project HR, Logistics, Administration and Finance, with experience in project implementation with partners (local authorities, government, civil society, donors and other stakeholders)
  • Proficiency in programme design, planning, monitoring and evaluation techniques
  • Professional experience in documentation, research and dissemination of lessons learnt. Excellent report writing capacity
  • Excellent communication skills in English and French both written and verbal. Knowledge of Creole an asset
  • Proven ability to work in sensitive/insecure contexts, including emergency preparedness and response
  • Proven analytical, planning and time management skills
  • Good team player, flexible and capable of working with a multinational country team, politically and culturally sensitive
  • Experience of mentoring, supporting and training staff
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel
