Project Overview and Role

Palladium is seeking a Grants Manager for a UK Government-funded Clean Growth Transitions Programme, which will support China, Colombia, Mexico and four more developing and middle-income countries to accelerate their clean growth and low carbon development transitions. If approved, it is anticipated that the programme will mobilise in September 2019 and operate for a minimum of 3 years.

As the Grants Manager you will be responsible for ensuring that all Grant and Technical Assistance (TA) disbursed through this programme delivers on the required objectives.

The Clean Growth Transitions Programme aims to improve the effectiveness of key institutions (public, private and civil society) in partner countries to deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contribution (NDC) targets. Specifically, the programme will deliver the following outcomes:

  • An increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions; and,
  • An increase in-country commitment and buy-in to urgently facilitate low-carbon de

To deliver these results, the programme is composed of three lots: (1) central delivery partner, coordination and bilateral country programming; (2) global challenge fund; and (3) skill-shares and secondments drawing on UK skills, expertise and leadership. Palladium will propose a Grants Manager to work on Lots 1 & 2.

Purpose of the position

The Grants Manager will be required to keep an overview of all the Grants and Technical Assistance (TA) disbursed under the Clean Growth Transitions Programme, both under the bilateral country programming and the global challenge fund. They will ensure the delivery of a high impact and fully compliant facility that meets programme objectives on time and on budget. The Grants Manager will also be responsible for facilitating the flow of information between the central Senior Management, Finance and Operations teams and relevant in-country personnel.


Primary responsibilities

  • Lead the design and set-up of the programme Grants and TA procurement system in line with Palladium central grants team and procedures;
  • Ensure that all aspects of grant management are fully compliant with UK Government codes of conduct er in the design, deveand good practice;
  • Ensure and quality assure budget, due diligence, grants agreements and reporting
  • Undertake ad-hoc troubleshooting assistance to countries as required
  • Ensure country partners have the necessary training and tools to ensure project-level compliance;er in the design, deve
  • Lead on the grant management process, ensuring high quality Terms of Reference and grant agreements;
  • Lead in establishing harmonised systems for reporting and documentation for partners, grantees and TA service providers; and facilitate procurement, grant & TA coordination and logistics;
  • Assist with the monitoring of grants and TA at contractual and programmatic levels, working alongside the programme technical, MEL and communications and outreach teams;
  • Monitor project expenditures, prepare budget analytic documents and expenditure forecasts, amendments, assist in the preparation of financial reports, provide the interface for project internal and external audits;

  • Undertake international travel within the target regions to support/mentor/troubleshoot and/or to carry out the implementation of grant activities with country and project partners, where necessary; and,

Key requirements

  • Bachelor's degree in management, finance, accounting or other relevant field;
  • Extensive experience in grants management, including system design and set-up;
  • Experience in facilitating grants across a range of stakeholders and in supporting grantees to ensure compliance with grant processes;
  • Highly organised with an ability to work flexibly, and to report against tight deadlines and deliverable requirements whilst maintaining consistently high standards and attention to detail;
  • Excellent interpersonal skills and effective at building relationships and trust across a culturally diverse and multidisciplinary team;
  • Ability to operate in complex situations and wn increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions; and,
    An inillingness to travel to target countries; and,
  • Excellent English verbal and written communication skills. The ability to communicate in a succinct and clear way is critical.

  • Experience of working collaboratively with a range of private and public organisations, including business leaders, ministries, government agencies, academic institutions, think tanks and the philanthropic and independent sectors;
  • Experience working in developing countries, in Asia, Latin America and Africa;
  • Experience in the management and co-ordination of multi-stakeholder teams, and of dispersed international teams located across a range of countries and time-zones;
  • Experience in environmental programmes and/or low carbon development; and,
  • Experience working with UK government in policy analysis or implementation.
