How can you make a difference?
The Programme Officer ( Environment and Clean technology) is responsible to provide technical assistance to provinces, cities and districts in formulation, implementation and monitoring of the subnational plan for environment (including clean air) and clean technology to reduce pollution and greenhouse gas (GHG) emission with a focus on: public private partnership, deployment and scale -up of innovative technologies including Cooking, heating and insulation products (CHIP) and community outreach. In addition, the officer is responsible for drafting proposals and concept notes for resource mobilization, donors’ reports and dissemination of best practices for scale-up.
Formulation and implementation of environment and clean technology action plans at subnational level
Evaluate the implementation of the existing Clean air action plans of Bayankhongor, Govi-Altai and Umnugovi provinces and provide technical assistance for updating and formulation. Further support the other provinces, cities and districts to elaborate and approve action plans on environment and clean technology to reduce environmental pollution and greenhouse gas emission (GHG).
Take measures to ensure that local governments have allocated local budget for implementation of the environment and CHIP action plans and help the local governments mobilize additional funds.
Organize workshops, consultation meetings, and policy dialogues at national and regional levels to advocate for policy changes and share and scale up proven best practices.
Clean technology deployment and scale-up (including CHIP supply chain and product diversity)
Explore energy efficient and clean technologies that could be introduced in public buildings (school, kindergarten and health facility) and at households to reduce air pollution and GHG emission and facilitate technology assessment and deployment;
Assess CHIP production, supply, installation and after-sale service process and take measures to establish sustainable CHIP Supply and logistics system for diverse CHIP packages.
Ensure that CHIP financing mechanism is sustainable and expanding nationwide through state green loan, local government budget and public-private partnership.
Promote and advocate for citizen-driven technology initiatives to reduce environmental pollution and GHG emission at household level.
Social and behavour change and community engagement
Facilitate a dialogue, participation, and engagement with children, families, communities and networks to generate positive social and behaviour change;
Ensure that a mix of communication tools, platforms, and approaches is effectively used to promote positive community practices, social norms and behaviours, while engaging and empowering communities, adolescents and children - as agents of change to reduce pollution and GHG emission;
Support for youth engagement and empowerment at national and subnational level including youth-led actions and initiatives in provinces, cities and districts through YOUCCAN and Teen Parliament;
Draft communication materials including human interest stories (HIS), media and social media news, posts, policy briefs and other materials in collaboration with the Communication team, Social and behavour change officer and Digital communication and fundraising officer of UNICEF Mongolia; and
Organise campaigns, expos, Open days, and dissemination events.
Public-private partnership
Create awareness about UNICEF initiatives, products and services among both the public and private organisations;
Create partnership to access alternative sources of financing and co-financing;
Identify right partners (CSOs and private sector) to contract out and implement projects; and
Manage and coordinate project activities within the framework of the Project cooperation agreements (PCAs) and product documents with partners (CSOs, research institutes and universities).
Planning, coordination and evaluation
Ensure that regular monitoring and evaluation activities are undertaken according to the annual work plan to ensure maximum impacts and continuous improvement;
Conduct studies and research to generate data and evidences for assessing, monitoring and feasibility of interventions for reducing pollution and GHG emnission; and
Produce regular analytics reports on the progress of implementation of actions plans by provinces, cities and districts, share the results with relevant stakeholders and help plan and implement follow-up on actions.
To qualify as an advocate for every child you will have…
University degree in Environment, Development, Economics, or related field.
Minimum of one year practical professional work experience in environment, community development, and humanitarian service required.
Quantitative, qualitative and analytical skills & experience strongly desired.
Experience in working with national and local governments and partnership coordination is preferred.
Proven ability to manage multiple priorities within specified time frames.
Experience in working for the UN, UNICEF or with International NGOs or global organizations is a plus.
