Under the direct supervision of the Programme Specialist (PSEA), the Programme Officer (PSEA) will support all work related to PSEA in support of operationalizing the PSEA Action Plan and supporting UNICEFF staff and partners.

Main Responsibilities And Tasks:

Support to implementation of PSEA prevention and response Activities with UNICEF partners and implementation of Country Office PSEA Action Plan:

  • Support the Country Office to institutionalize PSEA efforts within programmes and operations.
  • In collaboration with UNICEF sections, support partners compliance to UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
  • Coordinate with the sections to conduct the PSEA assessment of the Implementing Partners.
  • Conduct orientation/re-orientation sessions for UNICEF CSO partners on PSEA assessments.
  • Support partners to develop PSEA action plans on identified gaps and areas of improvement following the assessment.
  • Support completion of all pending CSO assessments with high and moderate risk rating in line with the global shift from UNICEF PSEA partnership assessments to joint UN PSEA common assessments.
  • Support to upload all relevant evidence/supporting documents to the UN Partnership Portal (UNPP).
  • Coordinate the monitoring system to quality-check partner’s PSEA trainings, capacity-building materials and operationalizing of PSEA action actions, providing feedback to partners in line with minimum standards as outlined in UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
  • Conduct PSEA and Child Safeguarding trainings and other capacity building activities for UNICEF staff including contractors, consultants, volunteers; and support HR to ensure that all UNICEF staff complete the PSEA online mandatory training.
  • Support development and dissemination of awareness for UNICEF, partners and communities in all UNICEF-supported sites.
  • Provide administrative and logistical support to implementation of PSEA activities.

Field-Level Support to PSEA:

  • Support field offices with key deliverables, in line with the country office PSEA Action Plan.
  • Support follow-up of survivor assistance in collaboration with Child Protection and GBV programmes and available referral pathways.
  • Effectively use and transfer information to, from and between field-level and national-level PSEA coordination and community-based communication mechanisms and stakeholders.

Community-based complaint and feedback mechanisms:

  • Support management of established complaint and feedback mechanisms in UNICEF sites and field offices including the PSEA hotline and other reporting channels.
  • Support mapping out of opportunities across UNICEF programmes for community sensitization, risk assessment and capacity building on SEA.
  • Support implementing partners and UNICEF field offices to implement community awareness sessions and consultations to conduct safety audits and other PSEA mitigation measures.

Monitoring Support:

  • Monitor the PSEA action plan by establishing a monitoring system for PSEA efforts in collaboration with sections.
  • In consultation with supervisor, undertake field visits to monitor and assess activity implementation and compliance.
  • Support in preparation of timely reports.
  • Support knowledge management efforts on PSEA and child safeguarding, including maintenance and support of a repository of tools and documents.

To qualify as an advocate for every child you will have…

Education:

  • A bachelors degree in one of the following fields is required: Social Sciences, Gender and development studies, Laws, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.

Work Experience:

  • A minimum of two years’ relevant professional experience working in development and emergency settings, on children’s and women’s rights, on violence prevention and response, in particular, sexual violence and other forms of gender-based violence; Child safeguarding programming and/or child protection.
  • Experience in and knowledge of UN, IASC policies and guidance related but not limited to PSEA, AAP, GBV and Child Safeguarding is desirable.
  • Background/familiarity with emergencies is considered an asset.

Language Proficiency:

  • Fluency in English is required. Knowledge of local dialects is considered an asset.
