The position of CETP Officer – Caspian and Black Sea will be in the Office of Global Energy Relations (GER). Ger leads, strengthens and enhances IEA engagement with key Accession, Association and partner country governments, stakeholders and international organisations as well as to ensure internal co-ordination of these activities. This role will support the IEA’s work with Ukraine, East and Southeast Europe, as well as the Caucasus and Central Asia.

Responsibilities:

  • Liaison with counterparts in partner countries and key International Organizations (EBRD, the European Commission, World Bank, Energy Community, UN ECE.)
  • Liaison with relevant country governments who are providing funding to the CETP for activities in the Caspian and Black Sea.
  • Pursuit of opportunities for communicating bilateral and regional successes of the CETP, production of content for IEA website, regional media outlets and social media.
  • Continuous monitoring of political and macroeconomic developments with impact on the energy sector in the region, contributing briefings for relevant groups (depending on the role), for example the CETP core group, IEA management and IEA member countries, in particular CETP donors.
  • Liaison and coordination with existing donors for CETP-related projects, fundraising for future projects.
  • Liaison and Outreach.
  • Organization of activities under the desk, i.e. setting up clear programme plans to ensure successful delivery of outputs, physical events in the respective Caspian and Black Sea region.
  • Analytical work as well as production and management of deliverables such as reports, commentary pieces and briefings.
  • Support tracking and reporting of deliverables in a timely fashion both internally and to external funders.

Requirements:

  • An advanced university degree in physical sciences, engineering, economics, energy policy, political science or other relevant disciplines.
  • Three to five years’ experience in energy-related project management and liaison activities in a public or private organisation, a research centre and/or an international organization.
  • Proven organisational skills, including ability to work autonomously and ensure delivery of work to strict deadlines. 
  • Experience with planning and organising meetings, workshops and consultation processes.
  • Experience working with/in the Eastern European and/or Central Asian region.
  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Working knowledge of other languages such as Russian or Ukrainian would be an advantage.
