To plan, implement and evaluate the SEAR Staff Development and Learning Programme that is systematic, strategic and sustainable:1. Focus on enhancing core support, technical, managerial and leadership competencies of staff members in support of present and future health development activities of the Region;2. Facilitate application of Performance Management and Development System (PMDS) as a major tool to assess individual and/or team SDL activities;3. Coordinate a biennial SDL Plan and Programme based on identified needs using established criteria;4. Establish guidelines for monitoring and evaluation of the impact of learning activities of strategic value to SEAR and the Organization, and to individual staff members, teams/groups;5. Review implementation and utilization of resources, and recommend adjustments to SDL policy, strategies and programmes if necessary.
DESCRIPTION OF DUTIES
Under the broad guidance of Director, Administration and Finance and the direct supervision of the Regional HR Manager, the incumbent:
Essential: University degree in Public or Business Administration or related field
Desirable: Training/specialization in Staff Development and Learning skills/ human resources area.
Essential: Minimum two (2) years' experience in general administration
Desirable: Experience in WHO, other UN Agencies or in a large multi-national or international organization, preferably in handling functions relating to Staff Development and Learning and/or Human Resource Management.
Skills: Knowledge of the training and development planning procedures and techniques. Understanding of organizational development and human resources management. Ability to draft reports succinctly and precisely. Ability to interact with all staff and external partners.
Use of Language Skills
Essential: Expert knowledge of English. Expert knowledge of Local language Hindi.
