Job Description

JOB PURPOSE

To lead the development and implementation of a high-quality resilience and livelihoods programme that aims to successfully bridge the humanitarian - development nexus through four interrelated project components: a) Livelihoods Programming for Returnees and Host Populations; b) Climate Risk Management, d) Early Warning Systems and e) Capacity Strengthening.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the National Officer will work under the supervision of the SO1&SO4 Manager (Relief and Resilience), in close collaboration with team members in the Country Office and Provincial Offices. S/he will be responsible for the following duties:

  • Support Government and WFP Cooperating Partners' (CPs) planning and formulation of quality projects and activities that enhance livelihoods and resilience at household and community levels, ensuring alignment with wider programme policies and guidelines.
  • Provide technical advice on suitable Livelihood Recovery activities, Food Assistance for Assets (FFA), and Food/Cash for Training Programmes for returnees and vulnerable communities.
  • Support CP to develop capacity building programmes in terms of designing and developing training plans, training curricula and training materials.
  • Provide support linking and integrating activities with Seasonal Livelihood Programming (SLP) and shock-responsive safety net programmes and/or peace and stabilization initiatives.
  • Support resilience building activities in collaboration with government authorities and affected communities - using Community -Based Participatory Planning (CBPP) approach, to build on relief and recovery efforts in affected areas.
  • Take responsibility for incorporating gender perspectives in all areas of work, aiming for equal participation and benefits of women and men in targeted communities.
  • Contribute to national, provincial, district and community-level capacity strengthening on emergency preparedness and early actions ahead of a natural hazard.
  • Coordinate with internal and external stakeholders to establish transparent, accurate, and ethical targeting and beneficiary selection, fully in accordance with SCOPE beneficiary management procedures, and triangulation of data, to ensure the most vulnerable are assisted.
  • Formulate project proposals (e.g. Green Climate Fund) and manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  • Establish and maintain operational and strategic partnerships with UN agencies (e.g. FAO), Cooperating Partners, Science and national institutions for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  • Liaise with CPs to undertake field visits and review implementation of project activities to ensure progress towards objectives. Review progress reports and provide feedback to project implementers.
  • Lead and motivate a team of nationals to enable high performance;

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Graduate or advanced university degree and training/courses in one or more of the following disciplines: Economics, agricultural development, rural development, development studies, climate change, international relations, international development, political or social sciences, or other relevant field from a recognized university

Experience:

  • At least five years of experience working in livelihood centered approaches on poverty and vulnerability reduction and implement resilience building activities using food aid or cash support.

Knowledge:

  • Excellent communication skills - both written and oral in English.
  • Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills.
  • Ability to work in a team, and establish effective working relations with people of different nationalities and cultural backgrounds.

Language:

  • Fluency (level C) in English language, Urdu, and other local languages.
