WFP Malawi is seeking qualified and dynamic candidate for the position as per details below;


Education: Advanced University Degree with experience in one or more of the following disciplines: Economics, Social Sciences, Agriculture, Environmental Sciences, Agricultural Insurance, Disaster Risk Management.


  • WFP Malawi is developing an integrated resilience framework for addressing the underlying causes of food and nutrition insecurity, expanding its programme portfolio towards resilience as its flag ship, while also enhancing linkages within its own and partners’ programme interventions to maximize impact. This strategic shift aligns WFP’s food assistance to help achieve longer-term food security outcomes as per Sustainable Development Goal 2 (SDG2) by helping bridge the divide between humanitarian and development. The aim is to support the government to design and implement flexible and scalable livelihood support, safety net and social protection systems.
  • The integrated approach brings together the different programming approaches implemented by the CO, including Food Assistance for Assets, Integrated Climate Risk Management (Climate Services, R4), smallholder agricultural market support (Purchase for Progress) and Social Protection to match the changing context and needs to foster the transition from emergency, to recovery, resilience and in turn to development. The approach phases in each programming component to allow households to transition from subsistence to surplus producing agriculture.
  • Climate services: Timely climate information can improve planning and policy to reduce people's vulnerability to climate shocks. WFP and its partners are working to improve climate services for food security, early warning and for smallholders.
  • Forecast-based Financing: Forecast-based Financing is an innovative mechanism whereby early actions at community and government level are pre-planned based on credible forecasts,and are funded and implemented before a climate shock. These actions minimize losses and damages caused by climate hazards, and reduce the need for humanitarian assistance in their aftermath. Found out more on WFP’s work with forecast-based financing.
  • This approach is being embedded in the new Country Strategic Plan (2019-2023) for WFP Malawi and is therefore directly linked to national development priorities, specifically this approach speaks to Malawi Growth and Development Strategy (MGDS) III, National Resilience Strategy (NRS), Malawi National Social Support Policy (MNSSP) II, and the National Agricultural Investment Plan (NAIP).
  • The Programme Officer will play a key role in helping set up and manage the implementation of climate services programme components including the Global Framework for Climate Services (GFCS) phase II, Integrated Risk Management Programme (IRMP) and Forecast-based Financing. The Officer, in liaison with the other programme officers and the Sub Office team, will support the initial analysis and planning phase, help set up the programme delivery mechanisms, partnerships and project team and help coordinate implementation of the project activities in coordination with the government counterparts, UN agencies, NGO partners and the relevant private sector organizations.

KEY ACCOUNTABILITIES (not all-inclusive):

  • Act as primary interlocutor for climate services and forecast-based financing related matters at CO level; work in close collaboration with the climate services focal point in the sub-office and other external partners;
  • Engage with and define relevant partnerships at national and local level and develop a framework for climate services and forecast-based financing, operational planning and overall coordination;
  • Based on the discussions with partners, refine the design of the projects, including through development of an annual implementation plan;
  • Develop a detailed budget for overall and annual project implementation, and in liaison with Finance, Programme and CO management, develop and implement specific budget tracking/management tools;
  • Organize, coordinate and manage a series of technical assessments, project component design, and monitoring and evaluation activities required to implement the projects in coordination with other Programme activities and national level external partners;
  • Ensure that an effective Monitoring, Evaluation and Learning system is in place that informs strategic and operational decisions;
  • Be responsible for regularly reporting progress of activities (including donor reporting) and potential management issues to management at CO and Global levels;
  • Lead and support the development of climate services and forecast-based financing-related communications and reporting material;
  • Ensure the required consultancies and service contracts are in place to support project assessments and implementation;
  • Ensure the documentation of climate services processes and contribute to the preparation of Standard Operating Procedures for climate services and forecast-based financing in Malawi;
  • Support partner (NGOs and DCs) performance evaluations for resilience progammes.
  • Represent WFP in relevant forums related to resilience and climate services, as needed.


  • Extensive professional experience in public sector management, development projects, emergency assistance, agricultural insurance and/or diverse aspects of national, bilateral or multilateral food assistance.
  • Demonstrated experience in project development, implementation and management, preferably adaptation projects and WFP food for assets design and implementation.
  • Experience of working and collaborating with governments and NGO partners both national and local level;
  • Experience in the establishment of partnerships with public and private sector actors; understanding of policy issues.


  • Understanding of food security vulnerability and ability to link analysis to programme design, in the context of WFP programmes.
  • Excellent work planning and project management skills, ideally demonstrated in a WFP and other UN context.
  • In-depth knowledge of community-based development and mobilization with a focus on food security and livelihoods, climate adaptation and environmental activities;
  • Excellent ability to coordinate across multiple units and organizations.
  • Previous experience with or knowledge of climate services programmes is a plus.
  • General knowledge of UN system policies, rules, regulations and procedures governing administration.
  • Excellent written and spoken English, with the ability to facilitate workshops, negotiate agreements, and write publishable reports.
  • Training and/or experience utilising computers, including word processing, spreadsheet, project management and other standard WFP software packages and systems
  • Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavor through demonstrated technical leadership.
