The purpose of this position is to lead in the planning and implementation of a diverse range of interventions within the Resilience Innovation Programme and ensure a systematic integration and institutionalization of programming according to WFP Bangladesh’s Country Strategic Plan and overall strategic vision.Within the framework of WFP’s Resilience Innovation and under the overall guidance of the Head of Programme with direct supervision by the Deputy Head of Programme.

Responsibilities:

  • Contribute to the formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of the country context in the areas of SLP (Seasonal Livelihoods Planning/Programming), DRR ( Disaster Risk Reduction), AA (Anticipatory Action) , CRI (Climate Risk Insurance) and SRSP ( Shock-responsive Social Protection) as well as the development of programme guidance and implementation modalities and operations to ensure a clear and strong connection between national (Country Office) and field operations.
  •  Serve as the primary focal point between WFP and various Government agencies/ministries engaged in resilience work, engaging in high level discussions, participating in workshops, and aiding in policy and programme design. 
  •  Provide technical advice and/or mobilize technical expertise on programme and policy issues, including assessment and analysis of potential hazards, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce vulnerability from climatic shocks and enhance resilience. 
  • Support the identification, development, and management of potential partnerships with government and non-government organisations to collaborative working leading to improved resilience-building interventions at national and sub-national levels. 
  • Enhance WFP’s leadership status in forums relating to resilience and related topics through direct participation, briefings, information products and other materials. 
  • Develop and coordinate data gathering and monitoring systems, ensuring that rigorous quality standards are maintained. Manage operational research and evidence building on issues relevant to the Resilience Innovation interventions and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use. 
  • Contribute to resource mobilization efforts for WFP projects, including clearly articulating the need for resilience-building activities, and follow up on the resource situation of projects, including advance financing, cash availability, and seeking advice from senior colleagues where necessary. 
  • Support the capacity building of WFP staff, partners and national government counterparts to prepare for and respond to resilience activity needs (e.g., through providing inputs into training materials, organizing training of trainer (TOT) courses, etc.).
  • Lead, motivate and develop a team of diverse specialist staff to enable high performance, providing ongoing coaching, mentoring and technical guidance. 
  •  Oversee project management including contributing to proposal development, monitoring expenditure and guiding on-time, high quality reporting. This involves ensuring the best use of assigned financial resources for the achievement of set objectives within donor/funding requirements. 
  •  Contribute to Country Office Emergency Preparedness, i.e. early warning, risk analysis, and contingency planning to respond to humanitarian crises and needs as well as the programme design of other WFP and partner programmes as required. 
  •  Perform any other tasks as assigned.

Education:

  • Completion of Advanced University Degree (Master’s or equivalent) is required. 
  • Education in Environmental Science, Disaster Management, Social Sciences or any relevant field is preferable. 

Work Experience:

  • At least 7 years of overall experience, including 4 years of Professional Experience (managerial or supervisory) in areas related to Resilience Building, Disaster Risk Reduction, Climate Change Adaptation, or other relevant fields.
  • Within these 4 years of professional experience, a minimum of 3 years of experience must be after postgraduation.

Languages:

Fluency in spoken and written both in English and Bangla language.
