Under direct supervision of the Head of the Kuajok Field Office (FO), the RSRTF Programme Coordinator will be responsible for coordinating the implementation of Kong Koc Phase II. S/he will receive technical oversight from the Head of the Food Systems and Resilience (FSR) Unit and the Head of the Conflict Analysis Unit and work closely with the Monitoring, Evaluation Accountability and Learning (MEAL) Unit, Kuajok and Rumbek FO program teams, and consortium member agencies.

Responsibilities:


  • Develop and review the Kong Koc workplan through regular Kong Koc coordination meetings and planning and review/learning workshops.
  • Develop and periodically update the risk matrix based on an evolving situation and discussions with the consortium partners and inform and consult the RSRTF Secretariat for any changes and impacts on the program implementation. 
  • Establish the Interstate Area Reference Group (ARG) to coordinate within the consortium and with the state authorities, UNMISS and other humanitarian, development and peace (HDP) actors and ensure linkages with other state and county-level and UN coordination apparatuses.    
  • Liaise with the state and county authorities and represent the Kong Koc consortium in external meetings.
  • Support WFP Juba technical units to strengthen coordination with the Juba-based consortium partner focal persons to ensure national-local government dialogue takes place and relationships are strengthened for the sustainability of program results.
  • Organize consortium-level events and ensure effective mobilization, execution (training/meeting facilitation and discussion) and documentation of the events. 
  • Ensure that the program monitoring, evaluation and learning (MEL) plan is developed with the consortium partners and that agreed MEL activities are carried out with quality and timeliness. 
  • Organize periodic review/learning meetings with the consortium partners and ensure that good practices and lessons are documented and action points are agreed within the consortium and communicated to the RSRTF Secretariat.        
  • Conduct regular field visits to the program locations to check on the quality of activity implementation, foster relationships with authorities, and receive feedback from authorities, communities and other HDP actors. 
  • Organize joint (internal and with authorities) missions, support RSRTF Secretariat and donor missions, and ensure that good practices and lessons are documented and action points are agreed within the consortium and communicated to the RSRTF Secretariat.      
  • Ensure that there is effective coordination with WFP MEAL team to timely conduct consortium-level surveys and produce quality reports.   
  • Produce timely and quality RSRTF reports along with annexes ensuring input from the consortium partners, accuracy of M&E data with the WFP team and review by WFP management.
  • Ensure coordination with the WFP communications team to produce a variety of information and knowledge products for internal or external use and donor visibility to share the progress and results of the Kong Koc program and to support the Kong Koc members’ communications for donor visibility compliance and coherence across the consortium.

Education:

  • Advanced university degree in International Affairs, Economics, Social Sciences, International Development or other field relevant to international development assistance.
  • First University Degree with additional years of related work experience

Work Experience:

  • Minimum of 3 years post graduate experience with Master’s degree in integrated and multisectoral programming and coordination with demonstrated experience in managing consortiums and/or projects with several stakeholders as well as multi-year donor-backed programmes.
  • A minimum of five years post graduate relevant professional experience with a First University Degree (Bachelor’s degree)

 Skills:

  • Strong knowledge of conflict dynamics in South Sudan.
  • Excellent professional track record in the UN or NGO sector, working in programme/project implementation and coordination.
  • Strong initiative and independence, maturity of judgement, tact, and interpersonal skills.
  • Ability to deliver on responsibilities with minimal guidance.
  • High interpersonal skills with a strong analytical approach in problem solving and management.
  • Strong intercultural and social competences with regard to communication and interface.
  • Ability to manage partnerships and relationships with a range of stakeholders.
  • High resilience, improvisation talent, and flexibility.
  • General knowledge of humanitarian principles, UN rules, regulations and procedures

Languages:

  • Working level of English (Level C).
  • Knowledge of spoken Arabic or a major indigenous language in Jonglei is advantageous.
