Background

UNCDF makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households, and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and by showing how localized investments — through fiscal decentralization, innovative municipal finance, and structured project finance — can drive public and private funding that underpins local economic expansion and sustainable development. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a number of different SDGs.

The Better Than Cash Alliance is a partnership of governments, companies and international organizations that accelerates the transition from cash to digital payments in order to reduce poverty and drive inclusive growth. Billions of dollars in cash payments and transfers are made daily in emerging and developing economies, including payment of salaries, social welfare and relief, payments to suppliers, remittances, etc. The problems with these cash payments include a lack of transparency, accountability and security, as well as inefficiency. Furthermore, the individuals who receive the cash payments are often part of the 1.7 billion excluded from the formal financial sector. This means they are excluded from access to a range of appropriate and affordable financial services to help them save safely, take advantage of economic opportunities and reduce their vulnerability to risk.

Shifting these payments from cash to digital has the potential to improve the lives of low-income people, particularly women -who are twice as likely to be excluded from the financial system, while giving governments, the development community and the private sector a more transparent, time and cost efficient, and often safer means of disbursing payments.

Digitizing payments can also contribute to women’s economic empowerment. Digital payments can provide women with more control over family finances, increasing personal security, and improving economic opportunities.

The Better Than Cash Alliance partners with governments, companies, and international organizations that are the key drivers behind the transition to make digital payments widely available by:

Advocating for the transition from cash to digital payments in a way that advances financial inclusion and promotes responsible digital finance.
Conducting research and sharing the experiences of our members to inform strategies for making the transition.
Catalyzing the development of inclusive digital payments ecosystems in member countries to reduce costs, increase transparency, advance financial inclusion particularly for women and drive inclusive growth.
The Better Than Cash Alliance (BTCA) is looking to hire a Programme Specialist for Asia and the Pacific who will lead the in-country work in member countries in Asia and the Pacific and to deliver services to members.

The Better Than Cash Alliance (BTCA) is looking to hire a Programme Specialist P4 (Asia and Member Services), who will lead the in-country work in all member countries in Asia and the Pacific and to deliver services to members. The role will report directly to the BTCA Deputy Project Manager, P5 (Position# 136515).

Duties and Responsibilities

Summary of key functions:

Strategy:

  • As part of Better Than Cash Alliance Team, provide direction, implementation and coordination of the Better Than Cash Alliance advisory services resulting in efficiently-implemented, managed, monitored and evaluated services, meeting or exceeding all targets with the goal to launch and scale digitization of payments initiatives in Alliance member countries.
  • Asia Pacific Member Relationship Management:
  • Develop and maintain relationships with senior government and corporate officials of Better Than Cash Alliance members in the Asia Pacific region. Serve as the primary focal point for communications to and from members;
  • Create a supportive network for catalyzing inclusive digital payments ecosystems for members through engaging appropriate regional and national players;

Advisory Services and Reporting:

  • Coordinate BTCA Advisory Services to achieve BTCA goals in Asia Pacific – with a focus on South Asia - and comply with UNDP/UNCDF protocols, decisions and working with other regional / corporate leads to execute member strategy/plans.
  • Lead the design, refinement and delivery of advisory services to support member efforts in the Asian–Pacific Region – with a focus in South Asia - to digitize payments, ensuring that they are efficiently-implemented, managed, monitored and evaluated, meeting or exceeding all targets.
  • Manage regional and in-country staff members and consultants to ensure the delivery of timely and high-quality services to members.
  • Lead the design (ToR, RFP, RFA), recruitment (assessment, selection and contracting), and management of contracts with consulting companies who will provide services to members in the Asian-Pacific regions.
  • Manage and monitor advisory project risks, develop and implement risk mitigation strategies, and maintain a risk log to keep BTCA Leadership team informed.
  • Coordinate with BTCA’s Management Specialist and Operations staff to ensure that all operational systems are in place and in compliance with UNDP/UNCDF rules to support Advisory Services’ activities in Asia Pacific – with a focus on South Asia-, including finance, staff and logistics (travel plans and arrangements, transport, stay, venues, among other).

Knowledge Management:

  • Working closely with the Head of Research and Innovation and the Head of Communications, develop and lead a strategy to disseminate knowledge on the digitization of payments that is relevant for members.
  • Keep abreast of members information needs to identify future knowledge and research products that will fill in a gap and provide useful information for members in the Regions.
  • Advocacy and Fundraising:
  • Working with the Deputy Deputy Project Manager and responding to members and partners requests, represent the Better Than Cash Alliance in senior inter-government such as APEC or at senior corporate events, taking up speaking engagements, when needed and appropriate.
  • Working with the Deputy Deputy Project Manager, lead the advocacy and representation efforts for the Better Than Cash Alliance to expand membership and build support from funders, policy makers and other stakeholders in Asia and the Pacific Region
  • Backstopping the BTCA Project & Deputy Project Managers:
  • Backstop the Deputy Project Manager of the Better Than Cash Alliance as needed.

Detailed Description of Duties & Responsibilities

Strategy Development

Provide strategic direction for Better Than Cash Alliance (BTCA) Advisory Services to deliver demand-driven technical and other services to government and corporate members, that increases their capacity to move from cash to digital payments:

  • Build on the strategic direction provided by the BTCA Executive Committee into a Strategy and work plan for Advisory Services for government and corporate members;
  • Develop and coordinate the policies and procedures for Advisory Services in accordance with the strategy agreed by the BTCA ExCom;
  • In collaboration with the other regional and corporate leads, prepare annual work plans with performance targets and budgets for ExCom approval;
  • Organize, coordinate, supervise and administer the Advisory Services resources to catalyze effective action by the BTCA members.

Asia-Pacific Member Relationship Management:

Develop and maintain relationships with senior government and corporate officials from Better Than Cash Alliance members included in the Asia Pacific regional portfolio. Serve as the primary focal point for communications to and from members. Create a supportive network for catalyzing inclusive digital payments ecosystems for members through engaging appropriate regional and national players:

  • Identify the current challenges for regional members and seek opportunities to support each member’s progress appropriately and in a timely manner within the scope of Better Than Cash Alliance services;
  • Create a supportive network for catalyzing inclusive digital payments ecosystems for members, connecting the knowledge, skills and activities of the appropriate regional and national players;
  • Engage in regular communication with regional members;

Advisory Services and Reporting:

Coordinate BTCA Advisory Services to achieve BTCA goals and comply with UNDP/UNCDF protocols. Establish an efficiently operated, monitored and evaluated services, meeting or exceeding all targets including complete and transparent reporting to the Member Services Sub-Committee. In close collaboration with the other regional and corporate leads:

  • With the Deputy Project Manager, determine the approach to using advisory services that are appropriate for BTCA strategy and available resources;
  • Develop pipeline of potential members to benefit from advisory services to help the BTCA achieve its outcomes;
  • Develop and implement processes for managing delivery of all types of advisory services managing consultants to support delivery, and ensuring members are applying learning to their shift, and assessing member satisfaction;
  • With the Deputy Project Manager, prepare and present recommendations to appropriate Member Services Sub-Committee for award of grants and/or technical assistance to successful applicants;

Lead the design, refinement and delivery of advisory services to support member efforts in the Asian–Pacific Region to digitize payments, ensuring that they are efficiently-implemented, managed, monitored and evaluated, meeting or exceeding all targets:

  • Work in close collaboration with other team members and digital financial specialists in-country to ensure all members receive high quality services, including: digital payments ecosystem convening events in member countries; training workshops for key government officials with strategic responsibility for payments; organizing peer learning events and exchange trips; and/or facilitating working groups including members and other stakeholders such as digital financial payments experts;
  • Develop and implement processes for managing delivery of all types of advisory services and ensuring members are applying learning. Assess member satisfaction;
  • Manage regional and in-country staff members and consultants to ensure the delivery of high quality services to members;
  • Lead the design, recruitment and management of contracts with consulting companies who will provide services to members in the Asia-Pacific regions;
  • Oversee the preparation of regular portfolio reporting;
  • Prepare quarterly and annual progress reports as needed.

Knowledge Management

Integrate knowledge sharing into all aspects of Member Services in close collaboration with the Head of Research and Communications Teams:

  • In collaboration with the Research and Knowledge teams, lead the design and implementation of a peer learning agenda and a knowledge sharing strategy among regional Alliance members.
  • Working with the Head of Research and Innovation and the Head of Communications, develop and lead through successful execution of a strategy to disseminate relevant knowledge on the digitization of payments that is relevant for members.
  • Keep abreast of members needs to identify future knowledge and research products that will fill in a gap and provide useful information for members in the Regions.
  • Lead the development of knowledge products to support the capacity building of regional Alliance members and the wider digital payments sector;
  • As part of the BTCA team, develop and manage quantitative and qualitative monitoring, evaluation and reporting requirements for members, keeping the BTCA team abreast of their status, achievements, challenges and opportunities;
  • Ensure that BTCA is able to report against programmatic results indicators.

Advocacy and Fundraising

Contribute to advocacy and representation efforts for the Better Than Cash Alliance to build support from a range of stakeholders including policy makers and funders in the Asian region:

  • Manage relationships with government members and technical partners both diplomatically and effectively;
  • Undertake speaking and representation engagements for the Better Than Cash Alliance and UNCDF as directed;
  • Develop strategies as part of the team to expand membership and implement the Member Services strategy and annual work plans;
  • Identify opportunities for new partnership and funding opportunities in the Asian Region.
  • Act as a backstop to the Deputy Project Manager, and other duties and tasks as assigned
  • Undertake duties to backstop the Deputy Project Manager of the Better Than Cash Alliance as needed and as directed by the Deputy Project Manager and/or UNCDF FIPA.

Impact of Results:

The key result expected is the successful implementation and attainment of targets of the Better Than Cash Alliance, in partnership with relevant stakeholders, the Financial Inclusion Practice Area (FIPA) in UNCDF and the funders of the Alliance.

The Programme Specialist for Asia Pacific will pursue the following key results of the programme:

  • Delivery of range of advisory services to governments, companies and development organizations in the Asia Region that increases their capacity to deliver end user-focused payment technologies replacing cash;
  • BTCA members make a significant improvement globally in the number of low-income and poor people served by innovative payment technologies, including those that were previously unbanked.

Required Skills and Experience

Education: Master’s degree (or equivalent) in Economics, Engineering, Finance, Public/Business Administration, Social Sciences, or related fields.

Experience:

  • Minimum of 7 years of professional experience in progressively responsible positions in relevant field;
  • Professional experience in working with governments across Asia and the Pacific at high-level, particularly in supporting governments execute their national agenda for digital payments and managing government relations for the digital payment’s agenda - required;
  • Professional experience in private sector across Asia Pacific, particularly in supporting corporates develop and execute their digital payments agenda - required;
  • Experience working on digital financial services for poor people and understanding of key issues and international good practice relating to digital financial inclusion; Working knowledge of current developments in payment technologies, including innovative payment methods (e.g., mobile financial services, pre-paid cards, etc.); - required
  • Working knowledge of policy, legal and regulatory issues related to inclusive payment technologies - required;
  • Experience in managing a technical service or equivalent with evidence of goals achieved - required
  • Experience in managing global projects, corresponding budgets, as well as monitoring and evaluation plans required; experience within the UN system - desirable;
  • Experience in working in and managing a global team spread across different geographies and time zones - required;
  • Working knowledge of international donor organizations - desirable;
  • Experience in analysis of gender disaggregated data and using the analysis for programme planning and implementation - desired;
