Job Description

Over a number of years, UNDP Kyrgyzstan has established a long-term partnership with the Parliament of the Kyrgyz Republic. UNDP has provided support to the efforts of Parliament in launching and implementing its development strategies, reinforcing its structures, processes as well as human resources in order to improve the effectiveness of its oversight, legislative as well as representative functions. As a result of 2010 constitutional referendum, Kyrgyzstan has turned into an only parliamentary democracy in the region, assigning crucial role to the Parliament in formulating national strategic directions and overseeing their implementation. To assist Kyrgyzstan in further enhancement of its parliamentary democracy, UNDP Kyrgyzstan was chosen to implement a ten-year long “Strong and Inclusive Parliamentary Democracy” project. The project is designed and funded by the Government of Switzerland and will (1) enable the Parliament to improve oversight of the executive and provide an opportunity for citizens to be included in the process of decision- and policy-making, and (2) empower civil society actors for more effective monitoring and influencing the performance of parliamentary and state accountability institutions, allowing citizens to hold the Parliament and government accountable and benefit from a more accessible, effective and responsive government.

To support its administrative as well as programmatic operations, the “Strong and Inclusive Parliamentary Democracy” project intends to engage a Project Assistant to work under the overall guidance and direct supervision of Policy Advisor/ Project Coordinator, ensuring high quality, accuracy and consistency of work.

The Project Assistant works in close collaboration with the operations and project staff in the office and UNDP CO as required to exchange information and support programme/project delivery.

Duties and Responsibilities

  • Supports formulation of project strategies and the Annual Work Plan focusing on achievement of the project’s results.
  • Supports in collection, analysis and presentation of information for identification of areas for support and project implementation.

Provides effective support to management and administrative support to the Project as follows:

  • Assist in the project monitoring and management functions as needed;
  • Provide support in implementation of the relevant project’s activities;
  • Liaise with the staff of the Parliament and its Committees as necessary organizing and holding seminars, conferences, trainings, and meetings;
  • Render logistical and organizational support to Project personnel, international consultants and technical experts;
  • Provide assistance on administrative matters to the project as well as its Civic Action Fund to support civil society initiatives;
  • Obtain necessary information and documents regarding financial records or projects expenditures; provide all requested financial and administrative documentation to country office upon request;
  • Respond to inquiries regarding files, correspondences and references;
  • Act as translator / interpreter as necessary;
  • Compile situation reports as necessary on the work of the Parliament;
  • Any other tasks required for the smooth running and success of the Project.

Supports knowledge building and knowledge sharing in the office focusing on achievement of the following results:

  • Participation in the training for the operations/projects staff on administration, procurement, finance and HR;
  • Briefing personnel on general administrative, financial and personnel and other matters.

Required Skills and Experience


  • Secondary education;
  • Bachelor’s degree in social sciences is an asset.


  • 3 years of relevant administrative or programme/ project experience is required at the national or international level;
  • Working experience in relevant programme/ project area is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages.

Language Requirements:

  • Fluency in English and Russian;
  • Knowledge of Kyrgyz is an asset.
