The Department of Works and Highways (DoWH), Global Green Growth Institute (GGGI), and the Coalition for Disaster Resilient Infrastructure (CDRI) and the Infrastructure Resilience Accelerator Fund (IRAF) through the Infrastructure for Resilient Small Island States – Papua New Guinea (IRIS PNG) Project, is supporting the GoPNG implement its climate resilient planning in road infrastructure by building the technical and institutional capacity to integrate climate risks through capacity building and guidelines and standards enhancement while ensuring relevant stakeholders' engagement in the process. It will contribute to two IRIS outcomes: (i) strengthened knowledge and partnerships for integrating resilience in SIDS infrastructure, and (ii) improved resilience of SIDS infrastructure to climate change and disaster risks. 
Purpose:
  • The Project Associate (PA) will ensure consistent quality support of the IRIS PNG project across a range of deliverables, encompassing multiple processes from stakeholder engagement, to planning, coordination and project delivery efficiency.
  • He/she will support the Project Manager execute intricate multi-step processes at the administration, logistics, monitoring, evaluation, reporting, learning and planning levels of the project.
As part of their role, the Project Associate is expected to undertake the following responsibilities:
  • Provide support in cultivating and managing productive engagement between the project and high-ranking government officials, private sector representatives, government stakeholders, non-governmental entities, and other stakeholders within the climate-infrastructure sphere.
  • Organize and oversee the planning and execution of project consultation and technical meetings, encompassing group and committee meetings, workshops, and training sessions. Ensure active and meaningful participation of relevant stakeholders while promoting the seamless exchange of critical data and information.
Engagement:
  • Organize internal and external meetings following a planned schedule of the project to sustain quality service of information for the project
  • Coordinate internal meetings to include regular weekly meetings of the project team, and external meetings to include quarterly meetings of the project technical working group and six-monthly meetings of the project steering committee.
  • Capture and document minutes of meetings where relevant for records and evidence of meetings.
  • Draft concept notes for meetings, including annotating agenda and programs for final review by the Project Manager and Team.
  • Liaise with internal stakeholders (e.g., steering committee, technical working group, project team, etc.) regularly to collect inputs for project activity and communication content development to sustain and advance quality outputs of the project.
Delivery:
  • Develop and maintain a current and up-to-date list of external and internal stakeholders of the project that include high-level officials of government, private sector companies, suppliers and vendors.
  • Coordinate the administration and logistics (flights, accommodation, per diems, venues, caterings) of the project, in close working order with the GGGI PNG Finance and Administration Associate and Project Manager.
  • Capture, draft and document meeting outcomes and action points for means of verification in high-level official engagements and technical meetings, conferences and workshops. These can also be captured under GGGI back-to-office reporting templates.
  • Support the Project Manager meet donor, DOWH and GGGI reporting requirements of the project including weekly, bi-weekly, monthly, quarterly, semi-annual and annual reports.
  • Follow through with procurement, finance including budget and expenditure, and other performance-related activities of the project with support from the GGGI Senior Operations Officer and Operations-Enabling Development Focal Point on a regular (monthly) basis.
  • Work closely with DOWH, GGGI PNG team members at national and subnational (provincial) level to collect and disseminate project data and information including communication and knowledge products
  • Support other DOWH and GGGI activities and tasks that promote the objectives of the project.
  • Support the monitoring, reporting, evaluation and audit requirements of the project.
  • Lead the administration, logistics, and coordination of project activities and tasks.
  • Support the Project Manager in planning, coordination, finance, procurement and audit tasks.
Requirements Qualifications:
  • Undergraduate degree in sustainable development, geographic information, environmental sciences or communications.
  • Preferably three (3) to five (5) years of relevant experience in climate science, project management, infrastructure knowledge, policy understanding, stakeholder engagement.
  • Proficiency in understanding climate and infrastructure concepts, is required.
  • Proficient communication skills, with the ability to disseminate complex climate and infrastructure concepts to a variety of audiences.
  • Ability to interpret and analyze data related to climate patterns and infrastructure performance
  • Must be fluent in spoken and written English. Familiarity with Tok Pisin is an advantage
