The purpose of the post is to assist the Regional Adviser for Alcohol, illicit drugs and Prison Health by efficiently coordinating and managing the implementation of the WHO/EU Evidence into Action Alcohol Project (EVID-ACTION)project, 2022-2026, enabling successful execution of the assigned components in full compliance with the donor requirements and alignment with the WHO EPW priorities

Key duties:

Core responsibilities coordinating and managing the implementation of the WHO/EUEVID-Action project include:

  • Provide operational leadership and technical expertise for the implementation of the project, ensuring it proceeds according to the project plan and timetable/deliverables and milestones and that all activities are delivered to an excellent standard and grounded in evidence-based approaches.
  • Collaborate with other programmatic areas, units and divisions in the design, organization and delivery of the main components of the project, including proper planning, liasing with admin-fin and other support services to assess existing mechanisms to optimize performance ensuring adequate monitoring and financial implementation.
  • Facilitate the efficient flow of team synergies, including organizing and conducting project planning meetings and presentation/sharing of project with teams, prepare and regularly review the detailed activity plan optimizing deliveries in line with the project goals.
  • Build sound relationships and facilitate sharing of experience of Member States, civil society and academics through the development of action-based policy networks, including the WHO's focal point network on alcohol, and by convening annual meetings.
  • Deliver on the specific activities of the project components by supporting national and transnational regulatory collaboration and increasing Member States' resilience in protecting public health interests in relation to alcohol policies.
  • Supervise and coordinate the development of a communications plan, including communications (internally and externally) about the project objectives, methodology, progress, outcomes and future, so as to support advocacy and political efforts for evidence-based policies that will reduce alcohol and cancer risks and harms.
  • Create and sustain communication with all project partners/Member State representatives/European Commission and other relevant stakeholders, acting as the lead contact for external agencies.
  • Commission, support and monitor the implementation of a comprehensive evaluation plan to monitor the progress of the project, by assessing whether all the deliverables are produced in due time, with input from all those supposed to contribute to each, to a good standard and achieving value for money.

Required Qualifications:
Education
Essential:
 

  • University degree (Master'slevel) in public health or field relevant to the position.

Experience:
Essential:

  • At least seven years of relevant work experience in the area of developing and analysing alcohol policies, including at least three years at the international level.

Skills:

  • In-depth knowledge of alcohol policies, including stakeholder engagement. Experience in developing innovative actions in the field of alcohol in particular in Europe. Knowledge of project design, management and evaluation , Knowledge of WHO and UN system would be an asset. Ability to foster teamwork and to establish and maintain effective working relationships at all levels. Emotional awareness; the ability to identify and harness one's emotions and apply them to tasks; and the ability to manage emotions, which includes both regulating one's own emotions when necessary and helping others to do the same.
