Department Overview

Pact seeks a Project Director, based in Liberia, for the U.S. DOL-funded project: Building the Capacity of Civil Society to Combat Child Labor and Forced Labor and Improve Working Conditions. The purpose of this project is to improve the capacity of civil society to better understand and address child labor and/or forced labor abuses and promote acceptable conditions of work in the rubber sector in Liberia.

Position Purpose

The Project Director will be responsible for the overall management and operations of the project. She/he will supervise project implementation and ensure the project meets stated goals and reporting requirements. The Project Director will take a leadership role in coordination and relationship-building among U.S. DOL and key stakeholders and other implementing partners (as applicable). This position is contingent upon award of funds.

Key Responsibilities

  • Ensure high-quality technical programming and operations for the successful implementation of the program grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements, by providing effective oversight to program and financial planning, monitoring, evaluation, and reporting.
  • Ensure Pact’s and all project partners’ (as applicable) compliance with all relevant donor rules and regulations.
  • Participate in the technical and programmatic design of award, including providing guidance on U.S. DOL’s, and Government of Liberia (GOL), and other relevant stakeholders’ recommended methodologies and standards.
  • Oversee annual work plan development.
  • Oversee the development and successful implementation of the Comprehensive Monitoring and Evaluation Plan (CMEP).
  • Develop and implement systematized technical assistance, monitoring processes, and tools for project staff and sub-grantees (as applicable).
  • Ensure the submission of timely progress and financial reports to U.S. DOL and Pact headquarters.
  • Represent the project when negotiating with donors and any implementing partners (as applicable), as well as relevant stakeholders.
  • Recruit, supervise, and provide guidance and support to program management and administrative staff.
  • Oversee any/all sub-grantees to ensure effective technical and operational performance, including conducting monitoring visits.
  • Ensure the project’s strong cooperation and collaboration with other USG partners, GOC, and other key stakeholders.

Basic Requirements

  • Bachelor’s degree, Master’s degree, or Judicial Degree reflecting expertise in areas relevant to this project, such as labor law, public policy, sociology, project management.
  • Minimum of five years of experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, budgeting, and overseeing the preparation and submission of required reports), preferably in Liberia.
  • Experience establishing and maintaining systems for managing project operations
  • Relevant technical experience working in the rubber sector, child labor, or overseeing internationally recognized labor standards.
  • Ability to maintain working relationships with all project stakeholders, including public, private, and civil society partners and effectively build partnerships between them.
  • Strong understanding of monitoring and evaluation systems.
  • Fluency in English system strengthening approaches and other capacity development methods (including assessments and mentoring/coaching).

Preferred Qualifications

  • Project management experience with a U.S. DOL-funded project.
  • Strong management and communication skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
