Position Summary:

Creative Associates International, Inc. (Creative) is seeking a Project Director for an anticipated USAID-funded grants-based project.  The Project Director will provide technical and program management support for this program. The position is based in Washington, DC and requires some international travel.

Reporting & Supervision:

This position falls within the Political Transitions Practice Area, within the Communities in Transition Division. The position reports to the Practice Area Director or his designee.  The position regularly interacts with USAID counterparts, the Headquarters Support Departments and collaborates with Program and Development Divisions.  The Project Director will supervise one Program Associate.

Expected Outcomes:

  • Expert-level contributions to the Political Transitions team;
  • Technical direction, managerial support and fiscal oversight of assigned projects;
  • Dynamic representation of Creative before clients and critical audiences;
  • Supervision and nurturing of staff in the field and the corporate office in English and French.

Primary Responsibilities:

Program Administration:

  • Serve as the primary point of contact for the USAID/OTI ‘DC Corner’ and provide day-to-day support to the project field team, ensuring completion of all required tasks under the contract.  The Project Director will ensure that the program is responsive to client demands.  This includes handling field requests, managing subcontractors, and recruiting contractors, partners and consultants as required.
  • Coordinate Corporate-level support for the program.
  • Provide in-country support to the field as needed, often communicating in French.
  • Monitor program and activity expenses to ensure compliance with approved budgets and liaise with Finance and Contracts staff on project contractual and financial needs, including management of security and other subcontracts.
  • Ensure completion and submission of all project deliverables, as required by individual project contracts.  Ensure all deliverables meet Creative’s quality and technical standards.
  • Supervise and/or support program staffing and close-out activities.
  • Liaise with Field Operations, Procurement, Human Resources, Finance, and Contracts Units to ensure Creative procedures and practices are instituted and utilized throughout the life of the program.
  • Participate in client, external and internal meetings, workshops and events in French.
  • Prepare periodic progress reports.
  • Undertake other duties as assigned by the Practice Area Director or VP. & Sr. Director CIT.

New Business Development:

Lead the development of solicited and unsolicited technical proposals and liaise with appropriate units or divisions:

  • Serve as Capture Manager, Technical Lead or Technical Writer of bids/proposals in the Political Transitions Practice Area, or others as assigned by the VP & Sr. Director CIT.
  • Identify recruitment needs and develop scopes of work and terms of reference.
  • Identify subcontractors and negotiate their participation and tasks.
  • Oversee or review cost proposals to ensure cohesion with technical proposal.
  • Conduct field assessments/reconnaissance trips as needed.
  • Coordinate with Program and Development Unit to track potential solicitation opportunities from USAID, DOS and other donor agencies in CIT core areas; build on contacts to identify new business opportunities.
  • Support collaborative initiatives between CIT and other program divisions.
  • Support activities in established business lines and contribute to identification and definition of new business lines.

Technical Expertise:

  • Provide technical assistance as required by CIT projects related to crisis response, transition and development, conflict prevention, conflict analysis, resiliency and related subjects.
  • Lend technical assistance to existing projects throughout Creative, proposal development, and new initiatives.
  • Monitor impact of existing activities and provide technical guidance as required.

Additional Duties and Responsibilities:

Representational Duties:

  • Support CIT Division’s knowledge management functions by contributing to efforts to consolidate approaches and methodologies.
  • Prepare marketing materials, capability statements and web content in English and French, as required.
  • Represent the CIT Division and the firm before clients and potential partners, in English and French.

Supervisory Duties:

  • Supervise Program Associates and/or Program Specialists, as assigned by the Practice Area Director.
  • Support Program Associates and/or Program Specialists in achieving their core competencies.
  • Additional duties as assigned by supervisor.

Required Skills & Qualifications:

  • B.A. or B.S. Degree in Public Policy, Public Administration, Business, International Relations, Political Science or a related discipline and a minimum of ten years of professional experience working in the international development arena;   OR Master’s degree in Public Policy, Public Administration, International Relations, Conflict Resolution, Political Science - related discipline plus seven years professional experience in international development.
  • Solid understanding of OTI programmatic approaches in transitional and post-conflict environments as well as understanding and willingness to work within the unique ‘One-Team’ environment.
  • Four years of programmatic experience with USAID or as a contractor/grantee in the democracy arena or four years of project management experience; understanding of USAID operational and contractual requirements.
  • Proven ability to lead and manage team efforts, supervise staff, and manage time and work load.
  • Strong project and grants management and budget or financial management experience.
  • Excellent speaking, writing and analytical skills in English and French.
  • Strong negotiation skills.
  • Proven experience in proposal writing and project design.

  • Three years of experience living and working in the field in a management role.
  • Strong interpersonal skills, particularly in multi-cultural environments.
  • Evaluation and/or facilitation skills.
  • Strong West Africa regional expertise.
