For more than four decades, the Food and Agriculture Organization of the United Nations has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict
This engagement is envisioned to support the mainstreaming and implementation of early warning and anticipatory action (AA) at the country level in the next 2 years. Anticipatory Action is an innovative approach to managing disasters by acting early or ahead of a forecasted hazard to mitigate the impact on poor, vulnerable and food-insecure communities.
FAO’s AA programme is part of a growing number of anticipatory approaches to crises such as Forecast-based Financing (FbF) being implemented by organisations worldwide. FAO’s AA programme also promotes anticipatory action through Shock Responsive Social Protection (SRSP). In FAO, this initiative is supported by a number of resource partners including the EU, Germany, Belgium and Sweden. FAO is also implementing a pilot Anticipatory Action for typhoons projects under the United Nations Central Emergency Response Fund. This pilot project is being implemented in Catanduanes, Northern and Eastern Samar, and Surigao del Norte. 
The Project Field Assistant directly reports to Assistant FAO Representative for Programme.
The Project Field Assistant will provide overall support to the Project Team in the facilitation of activities on FAO’s pilot Anticipatory Action project for typhoons in Surigao del Norte including but not limited to coordination with provincial and municipal counterparts, organizing training or orientation sessions, and managing the administrative needs. 
The Project Field Assistant shall perform the following tasks:

  • Assist the Anticipatory Action Specialist and Project Field Coordinator in the implementation of project activities for FAO’s Anticipatory Action initiatives in North Cotabato;
  • Coordinate and liaise with provincial and local government partners, and other relevant stakeholders for the conduct of project activities;
  • Provide support to the Project Field Coordinator in the documentation of project activities and preparation of relevant reports;
  • Facilitate the processing of administrative requirements for the implementation of project activities;
  • Facilitate the submission of reports and other relevant documents to the Team Leader;
  • Carry out other relevant duties within his/her technical competence as requested by the FAO Representative.

Minimum Requirements:

  • University degree in Agriculture, Social/Political Science, Community Development, Public Administration, Economics, Development Studies, or other related fields;
  • The candidate should have at least two (2) years relevant and progressive experience assisting in project implementation at the field;  
  • A national of Philippines ;
  • Working knowledge (level C) of English and Filipino.

Technical/Functional Skills: 

  • Ability to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams;
  • Strong analytical skills;
  • Coordination skills with strong individual planning capacity;
  • Knowledge of humanitarian principles;
  • Demonstrated attention to detail;
  • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point)
