Job Description

Chemonics seeks a Project Finance Associate to support the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM is the primary vehicle through which USAID: 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Finance Associate supports GHSC-PSM’s financial requirements, management, and administration, and performs tasks related to new business, technical capacity, and management. The associate will report to the Budget Forecasting and LOC Finance Manager. We are looking for individuals who have a passion for making a difference in the lives of people around the world!

Responsibilities include:

  • Tracks project spending against budgets and monitors level-of-effort utilization, invoices, subcontractors’ costs, expense reports, deliverables, etc., to ensure compliance with the contract and Chemonics’ policies and procedures. Issues status reports as needed
  • Drafts and manages project-related trackers and other documentation; Supports maintaining wire transfer tracker of outgoing payments to GHSC-PSM field offices
  • Liaises with Accounts Payable, Cash Management, and GHSCO and GHSC-PSM Finance to process commodity payments and tracks payments
  • Drafts letter of credit (LOC) drawdown documentation; Supports tracking of LOC drawdowns and responds to ad hoc inquiries from GHSC-PSM Finance and Cash Management regarding drawdowns
  • On a monthly basis, reconciles the LOC drawdowns against transactions recorded in the accounting system, and monitors average time between drawdowns and spend.
  • Coordinates with IDIQ teams and project team as needed to compile agendas for PMU and project-related meetings
  • Works with IDIQ Finance, Corporate Finance, GHSC-PSM Finance, and Finance & Accounting, in coordination with supervisor , to streamline and improve financial operating procedures for GHSC-PSM by organizing meetings, taking notes, and tracking completion of deliverables
  • Monitors and performs monthly quality control (QC) reviews of GHSC-PSM HQ transactions, verifying appropriate use of GHSCO financial reporting attributes
  • Documents frequent QC issues identified during review process, to identify areas requiring better documentation and training for GHSC-PSM HQ
  • Inputs correcting entries and prepares related supporting documentation as needed to improve GHSC-PSM financial reporting attribute accuracy
  • Maintains IDIQ Finance filing system for both electronic and physical files
  • Coordinates cross-cutting initiatives, effectively collaborating with various functional and administrative teams
  • Fields ad hoc project procurement requests, including drafting RFP/RFQ based on an approved template, issuing solicitation, and supporting the administration of the selection process and the execution of the agreement, under direction of supervisor
  • Provides ad hoc billable support to GHSC-PSM finance team, as needed
  • Maintains knowledge in own discipline and begins to expand versatility in international development work by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics’ practice networks
  • Contributes to technical practice of relevance to areas of interest or focus, sharing information and best practices learned with the company
  • Participates on proposal teams by taking on roles such as CV writer, past performance writer, expat and local recruiter, and coordinator; may mentor others
  • Coaches, mentors, and trains staff on Chemonics’ policies and procedures
  • Performs other duties as required

Qualifications :

  • Bachelor’s degree or equivalent work experience
  • Minimum two years of relevant administrative or professional work experience
  • Demonstrated ability to handle routine tasks and operational issues, particularly in financial management
  • Previous experience supporting USAID contract financial management preferred
  • Demonstrated ability to communicate clearly and concisely in both verbal and written communications; strong cross-culture communication and sensitivity skills
  • Ability to multitask with strong attention to detail, organization, and time management in a fast-paced environment
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills
  • Able to work both independently and as part of a team
  • Strong customer service and interpersonal skills
  • Strong knowledge of MS Office applications particularly Excel required
  • Previous experience working in international development and/or living or conducting volunteer work in developing countries preferred
  • Willingness to travel and work abroad in less developed countries for at least 4 to 8 weeks a year
  • Demonstrated leadership, versatility, and integrity
  • Language proficiency for geographic area assigned preferred
