To achieve the project objectives, the ILO under the ILES project is providing support to the federal government through the Ministry of Overseas Pakistanis and Human Resource, Developments and four provincial governments through the Labour departments. The project is providing support in reviewing, drafting/amendments of the federal and provincial laws and rules of business, and capacity building of the tripartite constituents to improve implementation and promote evidence base decision making through targeted research. At the policy level, the project’s priority areas are occupational safety and health, labour inspection, addressing informality, and improving international labour standards reporting and labour protection frameworks. At the enterprise level, the project is implementing a number of enterprise development tools including “Sustaining Competitive and Responsible Enterprises (SCORE), Sustainable Capacity Development Programme (SCDP), Work Improvements in Small Enterprises (WISE), and long-term support to selected enterprises.
The Project Manager will work under the direct supervision of the Country Director of the ILO Country Office for Pakistan in close collaboration with WWF, the Decent Work Support Team in Delhi and relevant units at HQ, based on the technical, political and logistical needs of the programme of work. Duties:
The Project Manager will be responsible for guiding the strategic direction of the project. The incumbent will oversee the overall leadership and management of all aspects, including technical, operational, financial, administrative, and human resource management, resource mobilization, country operations, as well as the content of training manuals, information materials, and public statements. Project Management:
Ensure effective coordination and planning, implementation, monitoring and effective communication of the project activities, in conformity with ILO policies and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, in consultation with the responsible technical support units.
Responsible for the effective management of funds/budget assigned to the project through work planning processes.
Promote ILO policies and core environmental standards in the related technical areas of the project/programme, other fundamental rights at work and the relevant International Labour and Environmental Standards in collaboration with other technical specialists.
Ensure smooth implementation and conclusion of the two components of the project (i.e. International Labour and Environmental Standards).
Oversee the work of international experts and international and local consultants hired.
Efficient management of the human resources of the project including recruitment, performance and talent management aspects.
Ensure smooth closure of the project and final project report.
Mobilization of resources:
Lead in coordination and partnership building with donors.
Take the lead in resource mobilization, particularly in developing and finalizing project proposals for a new phase of the project, in support of the ILO Country Office, Regional Office Asia Pacific (ROAP), and PARTNERSHIP.
Perform any other duties as requested by the CO Director.
Education:
Advanced University degree (Master’s or equivalent) in Law, Economics, Environment, Management or Social Sciences. First-level university degree (Bachelor’s or equivalent) in one of the above-mentioned fields and an additional two years of relevant experience could be considered in lieu of an advanced university degree.
Experience:
Experience – Seven years of professional experience including at the international level in the area of industrial relations and/or labour law, promotion and facilitation of environmental standards and/or economic analysis of supply chains at a senior level, labour inspection, liaising and negotiating with senior officials in government, workers’ and employers’ organizations, donor agencies and non-government organizations. Good knowledge of the regional context and demonstrated experience in resource mobilization and M&E. Experience in the management of EU funded technical cooperation projects in Asia will be an added advantage.
