The purpose of the Emergency Response Project Manager is to coordinate and lead the emergency response project implementation areas. The role is also responsible to capacity build staff related to the emergency response.

Responsibilities:

  • Support and collaborate with NRC’s Monitoring, Evaluation and Learning (MEL) Team in conducting baseline assessments, post distribution monitoring, and relevant analytical activities and ensure the accountability.
  • Develop and implement monitoring and evaluation plans to assess program effectiveness, efficiency, and impact.
  • Collect and analyse data on program outputs and outcomes and use findings to inform program adjustments and improvements.
  • Facilitate learning and knowledge-sharing among program staff, partners, and stakeholders to promote continuous improvement and innovation.
  • Oversee the implementation of ER programming, including interventions in cash and voucher assistance and market-based programming, ensuring adherence to program design, standards, and protocols.
  • Lead field colleagues and partners in the planning and execution of ER, cash and voucher, and market support interventions ensuring that implementing teams are aligning with associated programmatic standard operating procedures (SOPs).
  • Collaborate with partners and colleagues to develop detailed implementation plans, timelines, and budgets for program activities.
  • Coordinate with partners, colleagues, and other stakeholders to facilitate program activities, including procurement, funds transfers, beneficiary registration, distributions, and monitoring.
  • Monitor program progress and performance, identify challenges and opportunities in a timely manner, and take corrective actions quickly to ensure objectives are met.
  • Develop and manage program budgets, ensuring accurate forecasting, expenditure tracking, and compliance with internal standards of risk management and in compliance with donor requirements and financial regulations.
  • Monitor cash flow processes, and financial transactions related to ER and C&M activities and ensure timely and efficient use of funds.
  • Lead narrative reporting on activities delivered in area of operations, in collaboration with MEL colleagues, ER staff, and the PDM.
  • Coordinate with Finance on the financial reporting and reconciliation processes.
  • Act as focal point for Kauda for RRM consortium.
  • In consultation with partners, colleagues, area office management, Emergency Response Manager (ERM), and Cash and Markets Programme Development Manager (PDM), maintain a watching brief on the humanitarian situation and in particular displacement.
  • With the support of Area Programme Manager, collaborate with the and PDM on the design and development of programs, ensuring feasibility and relevance in the context.
  • With technical support from the Emergency Response Manager and PDM, lead emergency, needs, feasibility and market assessments to inform emergency response and cash and markets programming
  • Support the ERM and PDM in writing concept notes and proposals focused on emergency response and cash and markets programming.

Requirements:

  • Bachelors or masters in humanitarian affairs, management, or relevant field; three years of experience managing emergency programming for an NGO in a humanitarian context.
  • Experience working in complex and volatile contexts, in remote areas.
  • Technical emergency response expertise.
  • Documented results related to the position’s responsibilities.
  • Ability to synthesize and communicate complex ideas in a simple manner.
  • Excellent cross cultural communication skills.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
