The project manager will contribute to the achievement of project objectives in connection with the national policy to combat gender-based violence (GBV) including the practice of female circumcision and the country strategy of Plan Internationale Mali by ensuring the implementation effective, timely and coordinated implementation to achieve the results below :

General objective: Contribute to putting an end to the practice of Female Genital Mutilation in Mali.
Specific objective: By the end of July 2023, 24 villages in the circle of Bafoulabe in the Kayes region will abandon the practice of Female Genital Mutilation (FGM)

The project manager is fully responsible for the implementation of all project activities on behalf of Plan International Mali as provided for in the project document.

Dimensions of the Role

  • Provide technical coordination of project activities as well as project leadership.
  • Coordinate project implementation, monitoring, evaluation and reporting and ensure quality control and timeliness of all deliverables, as required in accordance with organizational commitments.
  • Ensure regular coordination of the project with the implementation manager, and good communication with the donor, the municipalities, the technical services of the Ministry for the Promotion of Women, Children and the Family and the NGO of implementation.
  • Contribute to the regular maintenance of project partnership frameworks & ensure regular planning and reporting of project activities.
  • Ensure compliance with all Plan compliance obligations on the project.
  • Ensure quarterly/annual planning of project activities.
  • Supervise field activities with the project assistant, the technical services of the Ministry for the Advancement of Women, Children and the Family, PIIAM and other project actors under his supervision, ensuring that correct execution of their missions in accordance with the performance indicators.
  • Ensure to establish and maintain excellent working relationships and propose appropriate solutions to resolve problems or conflicts.
  • Maintain a framework of support, advice and production of results relevant to the project.
  • Ensure technical capacity building for partners.
  • Produce project activity reports within the specified deadline.
  • Ensure good document management of the project .

Accountabilities

  • The Project Manager coordinates and manages the project.
  • He/She is under the responsibility of the Project Implementation Manager,
  • He/She maintains regular communication with the technical services, the implementing NGO and the donor.
  • He/She monitors all project activities and reports to the implementation manager.
  • He/She supervises the project team, which includes: the supervisors with the partners, the monitoring and evaluation manager, the financial manager.
  • He/She monitors the partnership for the implementation of project activities entrusted to community entities, the implementing NGO or technical services.

Key end results and typical responsibilities 

  • Develop the detailed project implementation plan based on the defined objectives, results and activities;
  • Ensure the collection and analysis of data on activities in the project intervention areas;
  • Oversee all financial aspects of the project, including financial reporting
  • Develop and coordinate the validation of all strategic and operational project documents
  • Prepare quality reports on time as required by the donor and Plan's internal procedures
  • Supervise all project staff;
  • Perform any other specific activities related to the project that may be entrusted to him by the supervisor;
  • Ensure proper monitoring and evaluation of project activities.

Manage problems 

  • The Project Manager will have to anticipate and overcome potential difficulties or challenges in the implementation of project activities;
  • This position is incumbent on its holder to be constantly in a critical and creative reflection on the appropriate mechanisms for implementing projects. He must be able to provide alternatives to colleagues in charge of projects in the field facing problems.
  • Ability to take responsibility for analyzing and providing appropriate responses to project issues.
  • Accountability for producing quality reports and generally meeting donor requirements
  • Accountability for self-management and ownership of programs by communities
  • The Project Manager ensures the principles of "Do No Harm" (Do No Harm) in the context of COVID-19 and includes the protection of Plan staff, in accordance with the practical arrangements made by the Nutrition, Health and Washing Clusters. ;
  • He/She must make his/her skills available to the project, for the resolution of all problems relating to the implementation of the project, in particular by planning the missions and the means to be used to do so;
  • He/She ensures the proper implementation of the detailed project plan in the areas of intervention;
  • He/She reports to the implementer on any issues that may block the implementation of activities.
  • Ensure that Plan International's global child and youth protection and gender equality and inclusion policies are fully integrated in accordance with the principles and requirements of the policy, including implementation standards and guidelines relevant implementations applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct, their relevance to their area of ​​work, and that concerns are reported and managed in accordance with appropriate procedures

Key relationships

Internally,

  • Communication is mainly oriented towards the hierarchical level in order to collect revisions/validations of technical documents, to inform on the progress of activities, to request support, etc.
  • With colleagues in the field for reporting and program monitoring issues.
  • With the administration department, for the administrative management of partner contracts/agreements and also logistical support in the event of property acquisitions.
  • With the finance department in order to make comments or adjustments in the management of partner advances.
  • With the Grants department to revise technical documents (reports, FAD, etc.) and respond to NO requests.

At the external level,

  • Ongoing contact with project implementing partners is required for this position .

Technical expertise, skills and knowledge

Knowledge

  • Management of social norms change projects/programs.
  • Experience working in an environment with health risks,
  • Hold a university degree, Master's and/or Master's degree in social sciences or equivalent,
  • Have at least 5 years of experience in the management of projects to fight against the practice of female circumcision,
  • Have a good experience of collaboration and teamwork, whether with colleagues or with other actors such as local partners, government officials, the donor.
  • Ability to react to short deadlines and manage several activities at the same time.
  • Ability to work under pressure, without supervision, and meet deadlines consistently.
  • Excellent interpersonal and intercultural skills.
  • Excellent command of computer systems Word, Excel, internet, PowerPoint, etc.
  • Have a perfect knowledge of Windows and its various applications as well as the Internet
  • Excellent skills in French (written and oral); a good level of English is an asset.
