Job Description

Background:

The Danish Refugee Council (DRC) is an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC is a non-government, non-political and non-religious organization and, in DRC, people's right to a life with dignity takes precedence over politics and principles. Danish Demining Group (DDG) is a department within DRC; the DDG mandate is to recreate a safe environment where people are free from the threat of landmines, explosive remnants of war and small arms and light weapons. DRC/DDG has been operating in Myanmar since 2009, in Northern Shan in 2016, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations. The DRC/DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through mine action including provision of Mine Risk Education (MRE) and Landmine Victim Assistance (MVA) in the most contaminated and conflict-prone areas of Myanmar.

To support DRC/DDG programme in Northern Shan State, DRC/DDG is looking for highly motivated and capable candidates to fill the Project Manager – Protection position.

Project Manager – Protection will report to Area Manager in Northern Shan State, Myanmar.

Overall description of the role:

  • The Protection Manager is the most senior program position in DRC Northern Shan, managing teams across two bases (Lashio and Namhkam) and 10 townships. DRC is seeking an experienced, flexible Protection Manager able to coordinate DRC’s protection response in multiple camps and communities across multiple donor-funded projects. The Protection Manager is responsible for the design, implementation and reporting of protection projects and works closely with senior management at base and national level.
  • Sector priorities: Community-based protection, Advocacy for the rights of displaced and conflict-affected people in Northern Shan, Case management, Individual and community protection assistance, Protection Monitoring of rights, Facilitation of durable solutions

Responsibilities:

Project Management and implementation

  • Plan, coordinate and monitor project activities to ensure project implementation is in line with targets and identified needs
  • Design state-level protection programs for new proposals
  • Draft quarterly and annual donor reports and produce monthly protection monitoring report
  • Provide overall budget monitoring, financial management and expense control for the project activities, including compliance with minimum DRC and donor requirements
  • Conduct regular visits to assigned field locations and support protection staff in their collaboration with relevant community groups and community focal points to identify protection issues and concerns of IDPs and host communities
  • Ensure that case management staff document protection cases, incidents and concerns, and respond appropriately through direct assistance, referral and management of cases, following relevant DRC/DDG guidelines, SOPs and existing referral pathways
  • Conduct monthly review meetings with protection senior staff and MEAL to ensure target vs achievement, adherence to budget forecast and monthly workplan
  • Work closely with the DDG Project Manager and Livelihoods Coordinator to ensure linkages are established where relevant between the Protection, Mine Action and Livelihoods activities
  • Develop and present project related operational tools and training modules

Program development and strategy

  • Represent DRC and actively participate in Protection Working Group and other coordination meetings at state and national level
  • Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs
  • Drive the development and growth of the relevant programs within the DRC program objectives and feed into country-wide strategy development
  • Serve as the focal point for DRC/DDG Northern Shan protection-related issues for other agencies operating Protection programs and activities in Northern Shan State

Accountability and reporting

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within relevant project program as well as strengthening the effort to document the impact of activities
  • Ensure compliance with internal and external reporting requirements including procurement
  • With the support of the CRM Coordinator, coordinate the rollout of the Complaints and Response Mechanism throughout Protection programming

People Management (if relevant)

  • Lead and manage project staff members through performance management including coaching, ensuring coordination, recruitment, and capacity development
  • Provide on the job training as much as required and adapt trainings/coaching to specific staff needs
  • Perform any other relevant tasks as requested by Line Manager

As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives for Protection in Northern Shan
  • Accountable for people management of 4 direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Person specifications

Experience and technical competencies: (include years of experience)

  • Minimum 5 years of proven experience in NGO projects
  • Experience in Protection project management, proposal development and reporting
  • At least 3 years' experience managing staff
  • Excellent writing and presentation skills for external audiences (including governments and donors)
  • Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents etc.)
  • Experience working with Monitoring and Evaluation

Education: Advanced university degree in related topic (e.g. political science, international development, economics) or relevant work experience

Languages: (indicate fluency level)

Full professional proficiency in English
