Job Description

Project Monitoring, Evaluation and Reporting

  • Assist local partners in the preparation and planning of activities to ensure that these activities are implemented on time, based from plan, and are compliant to program and financial management standards/policies
  • Support partners in implementing quality M&E activities
  • Organizes and/or facilitates monitoring visits and regular meetings with the partners (networking, steering committees, etc.) in close relationship with the Technical Advisor and Country Representative
  • Conducts scheduled field monitoring visits and provide feedback to local partners staff and to Asmae Country Team about the quality of project activity implementation**
  • Collects data and centralizes information on project activities
  • Assists the Country Team and Head Office in the conduct of project evaluation, recruitment of external evaluators, etc.
  • Prepares narrative progress and final reports in line with the format and time schedule indicated by the funder(s)
  • Participates in the n the discussions and analyses of information/data with the team and local partners related to the progress of project
  • Plans, prepares and facilitates quarterly Field Steering Committee Meetings with the local partners, and Head Office Steering Committee Meetings.

Partnership Building, Networking and Fundraising

The staff assists the Country Representative in:

  • Executing the process of building new partnership with civil society organizations, non-government organizations, academe and potential donors
  • Representing Asmae in various networks such as network for children with disabilities, child participation, and other networks that may be assigned to the staff
  • Participating in developing strategic and operational planning (including: identification of partners and design of new projects, budget forecasts, annual action plans)
  • Preparing project proposals and project sheets in close cooperation with local partners and in-country team members
  • Participating to activities for fundraising for public and/or private institutional donors in cooperation with Country representative and HQ
  • Works with the National Office Assistant in developing project write-ups for external communication**

Project Budget Monitoring:

The Staff assists the Administrative and Finance Officer in covering the following:

  • Ensure compliance with the procedures and budgetary framework of co-financed projects
  • Informs all personnel involved in the projects of the procedures and requirements of the funder(s)
  • Together with partners, elaborates the project budgets
  • Support partners and staff in doing qualitative financial budgeting and reporting, including through visits to partners.
  • Contributes to budget planning, monitoring and revision such as allocation of expenditure for Asmae, and validation of partner expenses
  • Validates monthly financial reports and budget plans in accordance with the validation procedure (budget-line spending, flexibility between items, expenditure projections to the end of the project)
  • Contributes to financial reports intended for the funder(s)
  • Checks if records are kept in accordance with the established procedures (in Asmae as well as by supporting the partners in doing so)
  • Contributes to the preparation and smooth running of financial audits, both of partners’ projects and of Asmae’s activities

Contribution to the development of National Office activities:

  • Contributes to team meetings discussions
  • Organizes and participates in monitoring missions undertaken by headquarters
  • Represents the organization at meetings and in other activities
  • Contributes to the development of communication tools


Education / Experience

  • Master’s Degree in the areas of Social Sciences, Community Development, HumanSocial work or or other related field
  • Minimum 5 years of experience in project coordination, implementation and monitoring
  • Minimum 3 years of experience in co-funded projects / public grants (EU, USAID, UN agencies, etc.)
  • Significant experience in project monitoring and evaluation and partnership relations with local non-profit organizations (opening – support – termination)
  • Experience in Education or Child Protection project implementation
  • Significant experience in the field of social inclusion or protection in the Philippines
  • Experience in monitoring and report writing to donor
