OBJECTIVES OF THE PROGRAMME
The WHO Framework Convention on Tobacco Control (WHO FCTC) is the world's first treaty made under the auspices of the WHO. The Convention Secretariat is a global authority concerning the implementation of the WHO FCTC, and its main functions are to: support Parties in fulfilling their obligations under the Convention, its protocols and guidelines; provide the necessary support to the Conference of the Parties (COP) and Meeting of the Parties (MOP); and translate the decisions of the COP and MOP into programme activities. The Convention Secretariat is an entity hosted by the WHO in Geneva and cooperates with relevant departments of WHO and other competent international organizations and bodies, and non-governmental organizations accredited as observers to the Conference of the Parties. The Convention Secretariat's Development Assistance Team (DAS) leads on the provision of implementation support directly to Parties, including through the FCTC 2030 project.

DESCRIPTION OF DUTIES

  • Conduct overall project management, work planning, grants management, budgeting, monitoring and evaluation of work plans, and procurement for the DAS Team to ensure the effective execution of the Team's responsibilities, including the FCTC 2030 project (in close coordination with the Convention Secretariat Program Managers).
  • Support the development, implementation and monitoring of work plans for the DAS Team, including coordinating DAS Team contributions to wider Convention Secretariat monitoring and performance management activity.
  • Collect and undertake analysis of information on DAS Team activities and lead or contribute to the preparation of monitoring and progress reports, financial and technical reports for donors, briefings, proposals and other relevant communication.
  • Provide financial and administrative policy/procedural guidance to WHO Country Offices and monitor financial resources that are mobilized to support WHO FCTC implementation at country-level.
  • Support the development of relevant SOPs for DAS Team operations.
  • Provide technical assistance to Parties to the WHO FCTC and Protocol to Eliminate Illicit Trade in Tobacco Products to support country-level implementation, including through the FCTC 2030 project as a focal point for assigned project countries, in coordination with the Legal Senior Advisor and the Reporting and Knowledge Management Team, when needed.
  • Ensure smooth organization and implementation of global, regional and country activities such as meetings and workshops arranged to support implementation of the WHO FCTC and Protocol, working in close collaboration with other Convention Secretariat teams.
  • Develop or contribute to publications relevant to the implementation of the WHO FCTC and the FCTC 2030 project.
  • Support the wider activities of the Convention Secretariat, including supporting the delivery of the Conference of the Parties and Meeting of the Parties and decisions made by those governing bodies, and the Global Strategy to Accelerate Tobacco Control.
  • Undertake other activities requested by the Head of the Convention Secretariat and the Team Lead - Development Assistance.

 REQUIRED QUALIFICATIONS
Education
Essential:

  • A first level university degree in public health, health science, public policy, political science, international development or related areas.

Desirable:

  • An advanced university degree (Masters level or above) in public health, health sciences, public policy, political science, international development or related areas.

Experience

Essential:

  • A minimum of five years' experience within the UN system in project and programme management with experience in planning, grant management, budgeting, procurement and donor relations.
  • A minimum of five years' experience in supporting the implementation of the WHO FCTC at the international level.

 Desirable:

  • Experience working to support WHO FCTC implementation by low- and middle-income countries.
  • Experience in building relationships, coordinating technical partnerships with other UN organizations, bilateral agencies, academic institutions, or NGOs to support LMICs.

Skills

  • Excellent knowledge of the WHO FCTC and the Protocol to Eliminate Illicit Trade in Tobacco Products.
  • Knowledge of evidence-based approaches to tobacco control and relevant policy options.
  • Knowledge relating to links between tobacco control and sustainable development.
  • Skills in project and programme management.
  • Skills in budget management and reporting.
  • Skills and experience in supporting coordinating and organizing multi-stakeholder collaborations and meetings at national, regional and global levels.
  • Solid technical expertise required in the areas relevant to the specifics and duties-profile of the position.
