This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment in the duration of 1 (one) year, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project (“Strengthening the capacities of the Serbian Ministry of Interior to more effectively reduce, prevent, and counter illicit trafficking and misuse of Small Arms and Light Weapons, ammunition and explosives” (K9), ExB #2400854), currently expected to run until 31 January 2025.

The incumbent is assigned to the Mission's Organized Crime Unit of the Security Co-operation Department.   

Tasks and Responsibilities:

Under the supervision of the Senior Organized Crime Adviser, the incumbent is responsible for supporting and advising the National Legal Officer, who acts as Project Manager (PM) of the Project, in overall implementation, management and oversight of the project, risk management and strategic alignment of project activities, supervision and guidance of the project staff, effective mobilization and allocation of human, technical and resources, stakeholders engagement and reporting. Specifically, the incumbent will be responsible for:

  • Supporting the implementation of the Project throughout all the steps of project cycle, in accordance with OSCE performance-based programming and budgeting and project management standards:    
  • Day-to-day project implementation i.e. planning, execution, monitoring and control of project activities with regards to budget, human resources and administration;
  • Supporting the organization and implementation of specific activities, and overall monitoring/controlling of operational plan throughout the entire project;
  • Overviewing project expenditure, supporting effective utilization of project budget and draft internal and external reports;
  • Supporting the effective risk management by advising appropriate responses to the emerging circumstances/risks;
  • Providing legal advice and technical assistance in respect to improvement of normative framework for deactivation and use of K9 capacities;

Supporting the supervision and conducting of project activities:

  • Co-ordinating the implementation process of all project activities and sub-activities;
  • Preparing Terms of Reference (ToRs) and assisting in selection and oversight of consultants and vendors;
  • Preparing the  supporting documentation and providing guidance and assistance in raising Purchase Requisitions (PRs);
  • Directly managing activities, such as seminars, training sessions, study tours and other;
  • Preparing financial reports upon project reporting requirements and drafting project narrative reports for donors;
  • Analysing project information and creating result-driven actions;
  • Supporting the PM in project oversight and governance arrangements (project Steering Committee);
  • Performing other duties as assigned.

Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in law;
  • Minimum 2 (two) years of professional work experience in project implementation, preferably in an international organization;
  • Previous experience in the legislative initiatives and reforms of the Serbian police and implementation of capacity building activities;
  • Demonstrated experience and understanding of relationship building and fostering coordination among stakeholders;
  • Excellent planning, analytical and organizational skills;
  • Excellent written and oral communication skills in English and Serbian;
  • Computer literate with practical experience in Microsoft applications;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.
