Under the overall supervision of the Country Director for Viet Nam, the incumbent will work under the direct supervision of the National Project Officer. In addition, he/she will work in close collaboration with the project team and other relevant projects, such as Better Work Viet Nam, Setting Adequate Wage (SAW) etc. During the fulfilment of duties, upon the need(s), she/he will receive necessary guidance and support from the ILO CO-Hanoi’s Programme Unit and specialists from the ILO regional and headquarter offices. The incumbent will also be required to maintain a close working relationship with the other staff members in the Country Office.

Duties:

Partnership:

  • Support the implementation of stakeholder engagement workplans as per assignment from the National Project Officer 
  • Prepare contracts to prospective partners, negotiating and finalizing partnership agreements, and/or other forms of implementation contracts, as per guidance from the National Project Officer and in collaboration with the Sr Administration and Financial Assistant.
  • Support the drafting of technical progress reports, presentations and other communication materials for stakeholder engagement activities, donor funding, and meeting minutes as assigned and guided by the National Project Officer.
  • Support researching potential partners that meet the organization's mission and values, developing and presenting proposals, reports and researches for the purpose of partnership development as needed.
  • Support other tasks related to project management and budget preparation. 
  • Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

Monitoring and Evaluation:

  • Manage and maintain regular (bi-monthly) database updates for timely informing the project progress and documenting implementation issues, while responding to ad-hoc requests for updates
  • Monitor achievements of set targets, detecting and addressing information gaps, bottlenecks, risks and suggest solutions for the project team to effective measurement outputs and outcomes in particular and for the project’s overall effectiveness
  • Develop templates for implementing partners, service providers and external consultants to fully report the progress, achievements, impact and lessons learnt of implemented activities and ensure gender segregation data in their reports. 
  • Coordinate the execution of evaluability assessment, the project evaluation milestones, and oversee the work of the designated experts
  • Support communication activities, including reports drafting to effectively communicate project’s results to internal and external stakeholders in a timely manner
  • Any other duties as assigned by supervisor.

Required qualifications:

Education:

  • First-level university degree in economics, social sciences or other related fields. A master’s degree in a social science discipline of enduring relevance to development studies will be an asset.

Experience:

  • Minimum of one year of professional experience in development project/programme management and partnership. Experience in projects/programme related to labour areas is an asset. 
  • Familiarity with thematic issues relevant to the Project priorities, including labour issues and decent work in global supply chains, especially in the electronics industry and in Viet Nam; responsible business practices, labour compliance and dialogue.
  • Experience in implementing result-based management and collaborating with workers' and employers' organizations, as well as NGOs, will be an asset.
  • Experience in managing, monitoring and evaluation of multi-donor funded projects will be an asset.
  • Good knowledge and relevant professional experience at the national level preferably in the electronics or other manufacturing industries and with decent work challenges and opportunities
  • Good understanding of social dialogue and labor compliance issues in global supply chains.
  • ILO or UN experience in the relevant field will be an advantage.

Languages:

  • Excellent command of English and Vietnamese.
