The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 200 projects in 141 countries and has committed USD 10 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective

The SAP Project Officer is responsible for advancing the delivery of high-quality project development support to Accredited Entities and National Designated Authorities/Focal Points (NDAs), especially in relation to the GCF Simplified Approval Process (SAP) in both public and private sector.

This involves providing substantive analytical inputs in the review and approval of SAP applications, develop knowledge products, support the origination of high-quality project, the delivery of trainings, the management of the information concerning the SAP pipeline and coordination of the reporting on SAP at all levels.

Duties and responsibilities


  • Provide substantive technical inputs and coordination support of specific public and private sector SAP proposals, including submission, cross-divisional review and approval processes.
  • Support the coordination of the pipeline of SAP projects, including the management of the database and online submission/review system.
  • As needed, support the establishment of legal agreement, organization of disbursement and monitoring and evaluation for approved proposals in collaboration with GCF’s Division of Portfolio Management (DPM), the Office of the General Consul (OGC) and any other relevant division and unit.


  • Coordinate and tracks deployment of technical assistance services to Accredited Entities and NDAs in relation to SAP projects (private and public sector);
  • Manage the SAP service account and related inquiries, further refinement of SAP dashboards in coordination with ICT, as well as contribute to preparation of SAP pipeline.
  • Support and draft reports related to SAP activities, this includes the regular reports of the Secretariat to the GCF Board, COP and the Senior Management.


  • Coordinate SAP publications, e-learnings, and communication materials, as well as contribute to knowledge management related to SAP;
  • Support as resources person and as needed trainings and capacity building events and webinars.

Required experience and qualifications

  • Master’s degree, or a bachelor’s degree complemented by relevant experience, in project management, climate/development/humanitarian policies, economics and or management, or related fields.
  • 4 years of relevant experience in climate finance, climate change project and policy implementation;
  • Experience in reporting and data management;
  • Experience in coordinating trainings and knowledge products related to climate programme and projects;
  • Understanding of the project activity cycle, especially in relation to the preparation and appraisal stages;
  • Experience with climate change financial institutions and relevant GCF policies is highly desirable;
  • Fluency in English is required, knowledge of Spanish and/or French could be an advantage.
