Job Description

Overall purpose of the role:

This is a position for a highly qualified professional with strong experience in protection to lead the DRC in implementing its protection activities and protection strategy. The main purpose of this position is to contribute to the achievement of DRC’s humanitarian and protection and responsible for the planning, development and implementation of the Protection sector activities at district level

The post holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis


Project Delivery

  • Overall day to day management of DRC’s Protection projects and technical manager for protection staffs. This includes coaching, ensuring co-ordination between staff, in various geographical areas, recruiting, and developing staff.
  • Ensure the required resources are allocated to the program to permit an efficient and effective implementation of DRC protection operations. This will be undertaken in close cooperation with relevant departments; such as Logistics, Finance-Administration, Human Resources and Safety Staff.
  • Design a systematic referral mechanism for actors providing assistance to vulnerable populations;
  • Undertake protection monitoring activities; including conducting interviews and missions to the field;
  • Monitor, analyze and report the protection conditions for refugees and other persons of concern;
  • Write, supervise and endorse relevant financial and narrative reporting on all protection related interventions.
  • Enhance the quality of protection programming throughout the project cycle.
  • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements.
  • Contribute to the process of applying for funding and broadening the funding basis under the supervision of the Program Manager.
  • Guided by the DRC Project Handbook and the Sphere Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthen efforts to document the impact of activities and DRC’s presence.
  • Provide linkages with protection counterparts in other humanitarian organizations, local actors and within government structures.
  • Ensure DRC staff adheres to the DRC principles, Code of Conduct, Project and Operation Handbook.

Staff supervision and development

  • Provide technical supervision and support to DRC’s Protection Team;
  • Identify staff training needs and strengthen their capacities as and when appropriate;
  • Conduct regular field visits to support staff and monitor implementation of the response
  • Build the capacity of local duty bearers through on-going one-on-one support and coaching and identify project beneficiaries.
  • Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager.

Monitoring and Evaluation

  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations.
  • Regularly monitor project activities and provide timely inputs and feedback to the Pro
  • Work with Program Manager and M&E Officer to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.


  • Represent DRC Coordinate and maintain constructive relationships with government institutions, local NGO partners, other international organizations, in coordination with the other team members;
  • Ensure DRC’s principles and approaches are integrated into the response.
  • Ensure the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers

Experience and technical competencies:

  • Minimum of five (5) years of proven and successful track record experience working with refugees, vulnerable communities, basic needs and distribution programming experience, and/or advocacy programs;
  • Good understanding of protection information management to improve protection outcomes;
  • Understanding of gender, protection and human rights;
  • Experience in protection interventions in line with Refugees operation with wide Knowledge in SASA methodology;
  • Experience of working with UN or Non‐Governmental organizations;
  • Strong computer skills (Excel, Microsoft, PowerPoint and Outlook);
  • Good organizational and management skills.
  • Familiarity with Monitoring & Evaluation for UN-funded projects desired.
  • Full proficiency in spoken and written English;


  • Able to work independently and energetically;
  • Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;
  • Experience in accountability and verification systems in humanitarian operations.

Education: A University degree (Preferably master) in Law, social sciences, development studies, guidance and counselling or relevant fields;

Languages: Full proficiency in spoken and written English;
