Job Description

WATAN Foundation together with its partners, is providing humanitarian assistance to people affected by the Syrian crisis, both in Syria and Turkey.

 

Position Summary

Managed by the Protection Legal Counsellor and working in collaboration with other members of the technical and field staff, the Protection Legal Assistant will be responsible to support to provide information, counselling and legal assistance to specific cases as part of Case Management mostly in the form of translation and Protection Legal Counsellor to develop understanding of the protection and legal issues affecting the target communities, and to work with Protection Legal Counsellor to identify ways to address legal issues faced by Refugees and Asylum Seekers in Turkey.

 

General Functions

  • Support to provide information, counselling and legal assistance by the Protection Legal Counsellor to specific cases as part of Case Management in coordination with relevant Case Worker and Project Manager through translation support
  • Support Protection Legal Counsellor to develop understanding of the protection and legal issues affecting the target communities
  • Support Protection Legal Counsellor development of legal sessions and training of team on legal context for Refugees and Asylum Seekers in Turkey in coordination with other counterparts
  • Support Protection Legal Counsellor to coordinate with other actors (especially Provincial Bar Associations) to identify ways to address legal issues

 

Responsibilities

  • Support Protection Legal Counsellor to develop understanding of the protection and legal issues affecting the target communities (30%)
  • Support Protection Legal Counsellor to develop understanding of the broad legal concepts, law and practices regarding the Turkish legal system and, in particular, regarding rights to services and legal identity of Refugees and Asylum Seekers in Turkey under Temporary Protection and International Protection.
  • Support Protection Legal Counsellor document changes to the legal context for Refugees and Asylum Seekers in Turkey under Temporary Protection and International Protection in Turkey
  • Support Protection Legal Counsellor to prepare mapping (including written version) of relevant legal and related services being provided by other actors
  • Support Protection Legal Counsellor legal research and keep appraised of relevant legal developments regarding Refugee Law in Turkey;
  • Support to provide information, counselling and legal assistance by the Protection Legal Counsellor to specific cases as part of Case Management in coordination with relevant Case Worker and Project Manager through translation support (40%)
  • Support Protection Legal Counsellor to provide information, counselling and legal assistance to specific cases as part of Case Management with Legal Assistance through translation if and when needed
  • Support Protection Legal Counsellor to establish excellent relations with beneficiaries, including understanding the needs of beneficiaries through regular visits and frequent contact with actual and potential beneficiaries
  • Support Protection Legal Counsellor to provide to work in coordination with other actors (especially Provincial and local Bar Associations) to identifies ways to address legal issue of a case
  • Support Protection Legal Counsellor to follow a case closely if referred to follow formal legal case in coordination with the relevant case worker
  • Support Protection Legal Counsellor to keep updated reports and follow-ups on the cases and provide updates to Project Manager and Case Management Coordinator
  • Support Protection Legal Counsellor to track and report legal assistance and counselling cases
  • Support Protection Legal Counsellor develop legal sessions and training of team on legal context for Refugees and Asylum Seekers in Turkey in coordination with other counterparts (20%)
  • Support Protection Legal Counsellor to update and develop the sessions and tools on legal status provided by Protection Outreach team to beneficiaries
  • Support Protection Legal Counsellor to work in coordination with other actors (especially Provincial and local Bar Associations) to identifies ways to develop updated materials
  • Support Protection Legal Counsellor to develop the Refugee Program with contribution to program materials, tool and cirricula when neccesary
  • Contribute to high quality implementation of refugee response (10%)
  • Ensure that protection activities are compliant with accountability principles and general protection principles.
  • Work with monitoring colleagues to ensure that appropriate monitoring activities are undertaken to a high standard
  • Ensure up to date maintenance of case reports and entry into database
  • Provide feedback on any updates/improvements that are needed to the standard operating procedures and documentation.
  • Any other duties as agreed with the Line Manager

 

Qualification and skills

Essential

  • University degree in law (preferably at master’s level) or related studies
  • Understanding of Turkey Temporary Protection and International Protection legal issues to some extent
  • Understanding of international legal instruments relating to humanitarian work such as International Humanitarian Law and Geneva Conventions, Universal Declaration of Human Rights, 1951 Refugee Convention and Convention on Rights of Child
  • Fluent spoken and written Arabic
  • Very good spoken and written English
  • Strong planning, inter-personal and communication skills
  • Strong report writing and documentation skills
  • A team player, eager to learn new skills
  • Very good computer skills, especially in MS Word, MS Excel and MS Outlook
  • Experience of community-based work
  • Experience implementing case management activities
  • Good understanding of INGO/NGO and humanitarian work
  • Experience of social work and/or implementing protection activities
  • Experience of liaising/coordinating activities with other organizations
  • Should have Temporary ID or Turkish Residency

 

Desired

  • Spoken Turkish
  • At least two years of work experience in social services sector
  • Experience of working/volunteering with humanitarian NGOs
