Job Description

General purpose of the position

The Project Manager must guarantee the implementation of the project and the realization of all the activities planned in the area of ​​interest. It is essential to pay attention to the security procedures and the establishment of INTERSOS security standards and to continuously analyze the impact of the presence of Boko Haram on the population and activities. Due to the extreme volatility of security in the area covered by the project, the Project Manager must strictly ensure the application of humanitarian principles during distribution and other project activities, in particular the principle of "no no harm ”. Moreover, the one of the objectives of the Project Manager concerns the identification of new opportunities for the participation of INTERSOS in the humanitarian response and to communicate them to the Chief of Mission. He / she will therefore have to carry out evaluations and write new intervention proposals.

Main responsibilities and tasks

  •  Directly manage the INTERSOS project, logistically and financially in collaboration with the managers of each department concerned;
  •  Ensure the planning of project activities in the intervention area in close collaboration with the INTERSOS Coordination in Yaoundé;
  •  Ensure the management of human resources, by supervising the process of recruiting and installing new staff, by providing technical support to the team and capacity building;
  •  Ensure the drafting of narrative activity reports and any other monitoring document according to the given deadlines and according to the requirements of the lessor;
  •  Ensure the drafting of the weekly and monthly reports (PAT) internal to INTERSOS;
  •  Assurer la supervision régulière des opérations d’achat et approvisionnement en conformité avec le plan de passation de marché dans le respect des procédures du bailleur et de INTERSOS, en étroite collaboration avec le logisticien du projet;
  •  Superviser tous les aspects logistiques et organisationnels, veillant à ce que toutes les structures prévues par le projet soient en place et efficaces;
  •  Veiller à ce que tous les aspects économiques, monétaires et administratifs sont pris en charge selon la norme des règles et INTERSOS;
  •  Superviser l'expert agronome et autres spécialistes dans la conception et la mise en œuvre du plan de formation visant à renforcer la capacité du personnel et des partenaires INTERSOS
  •   Veiller à ce que les principes humanitaires sont suivis et respectés tout au long du programme;
  •  Ensure active participation in Protection Working Groups in order to establish strategic relationships with members of working groups, local authorities and agencies / organizations working in the Far North;
  •  Ensure documentation of project methodologies, lessons learned, and collect case studies;
  •  Regular updating of the list of contacts (authorities, civil society, NGOs and beneficiaries included) and actively participate in its development.
  •  Actively participate in carrying out evaluations and designing new projects to meet the needs of the population affected by the crisis;
  •  Perform other related tasks as required by the Head of Mission;

Education

  • Advanced university degree in education and training science, law, political science, social sciences, psychology, humanities or other relevant field.

Professional experience

  • At least 2 years of significant experience abroad in similar positions or in the humanitarian sector;
  • Significant professional experience in the field of Protection in emergency situations;
  • Previous experience in the supervision of activities and project management related to the above mentioned area;
  • In-depth knowledge of international industry guidelines and standards;
  • Experience working with refugees and IDPs;
  • Previous experience in Cameroon is an asset;

Professional requirements

  • Strong understanding of the humanitarian emergency context;
  • Ability to work in a volatile security environment;
  • Organizational skills including time management, the ability to meet deadlines, multitasking and knowing how to prioritize tasks;
  • Ability to work under tight deadlines, with little supervision and under pressure;
  • Great communication skills, written and oral, and to maintain relationships with experience in the management of work teams;
  • Ability to work in a team and independently;
  • Knowledge of UNHCR procedures and guidelines (desirable);

Languages

  • Fluent French (spoken, read, written);
  • Good knowledge of English (desirable);
